16. Considers that, in order to ensure that the new Basel III requirements on banks have no impact on their funding for SMEs, specific attention should be paid to a comprehensive SME test as part of the impact assessment for the CRD IV regulation currently being prepared, and to the identification of measures to ensure that banks continue to perform their societal function of financing the real economy, and that more emphasis is needed at EU level on providing guarantee schemes as an alternative financing method;
16. considère que, pour que les nouvelles exigences de Bâle III à l'égard des banques n'aient aucune incidence sur le financement des PME, une attention particulière doit être accordée à un test PME global dans le contexte de l'étude d'impact du règlement CRD IV qui est en cours de préparation, ainsi qu'à la définition de mesures permettant aux banques de continuer à remplir leur mission sociétale qui est de financer l'économie réelle; il faut mettre l'accent, au niveau de l'UE, sur la mise à disposition de dispositifs de garantie comme méthode de financement de remplacement;

Article 11 of Regulation (EC) No 1638/2006 requires that the Commission adopt implementing rules laying down specific provisions for the implementation of Title III ‘Cross-border Cooperation’ and that the matters covered by the implementing rules include issues such as the rate of co-financing, preparation of joint operational programmes, the designation and functions of the joint authorities, the role and function of the joint monitoring and selection committees and of the joint secretariat, eligibility of expenditure, joint project selection, the preparatory phase, technical and financial management of Community assistance, financial control and audit, monitoring and evaluation, visibility and information activities for potential beneficiaries.
