In order to supplement or amend certain non-essential elements of this Regulation, the power to adopt acts in accordance with Article 290 of the Treaty should be delegated to the Commission in respect of supplementing the list of products set out in Annex I to this Regulation; establishing the restrictions and derogations with regard to the sourcing of feed in the case of a designation of origin; establishing restrictions and derogations with regard to the slaughtering of live animals or with regard to the sourcing of raw materials; laying down rules which limit the information contained in the product specification; establishing the Union symbols; laying down additional transitional rules in order to protect the rights and legitimate interests of producers or stakeholders concerned; laying down further details on the eligibility criteria for the names of traditional specialities guaranteed; laying down detailed rules relating to the criteria for optional quality terms; reserving an additional optional quality term, laying down its conditions of use and amending those conditions; laying down derogations to the use of the term ‘mountain product’ and establishing the methods of production, and other criteria relevant for the application of that optional quality term, in particular, laying down the conditions under which raw materials or feedstuffs are permitted to come from outside the mountain areas; laying down additional rules for determining the generic status of terms in the Union; laying down rules for determining the use of the name of a plant variety or of an animal breed; defining the rules for carrying out the national objection procedure for joint applications concerning more than one national territory; and for complementing the rules of the application process, the opposition process, the amendment application process and the cancellation process in general.
Il convient de déléguer à la Commission, conformément à l’article 290 du traité, le pouvoir d’adopter des actes qui complètent ou modifient certains éléments non essentiels du présent règlement, à savoir compléter la liste de produits énoncée à l’annexe I du présent règlement; établir les restrictions et les dérogations concernant la provenance des aliments pour animaux dans le cas d’une appellation d’origine; établir des restrictions et des dérogations concernant l’abattage d’animaux vivants ou la provenance des matières premières; établir des règles limitant les informations contenues dans le cahier des charges du produit; définir les symboles de l’Union; établir des règles transitoires supplémentaires afin de protéger les droits et les intérêts légitimes des producteurs et des parties prenantes concernés; détailler les critères d’admissibilité des dénominations des spécialités traditionnelles garanties; établir des règles détaillées relatives aux mentions de qualité facultatives; réserver une mention de qualité facultative supplémentaire, préciser ses conditions d’utilisation et les modifier; établir des dérogations aux conditions d’utilisation de la mention «produit de montagne» et définir les méthodes de production et d’autres critères pertinents pour l’application de cette mention de qualité facultative, notamment les conditions dans lesquelles les matières premières ou les aliments pour animaux peuvent provenir de l’extérieur des zones de montagne; fixer des règles supplémentaires afin de déterminer le caractère générique de mentions dans l’Union; établir des règles pour l’utilisation du nom d’une variété végétale ou d’une race animale; définir les règles d’exécution de la procédure nationale d’opposition pour ce qui est des demandes communes concernant plusieurs territoires nationaux; et compléter les règles relatives à la procédure de demande, à la procédure d’opposition, à la procédure de demande de modification et à la procédure d’annulation ...
