The report manages to spell out the EU’s ambition for dominance in Latin America, specifically in the Mercosur countries, in spite of the Free Trade Area of the Americas (FTAA), whilst, remarkably, not undermining the FTAA.

I. whereas the division of the world into competing regional trade blocs, exemplified by the recent agreement to establish a Free Trade Area of the Americas composed of all 34 countries of the American continent excluding Cuba, is deeply worrying, and whereas the US double strategy on Latin America - i.e. concentration on US-led trade on the one hand, with the FTAA, and the war on drugs and militarisation in Colombia and the surrounding countries on the other hand - is incompatible with social progress, regional development and respect for even fundamental human rights and is an obstacle to EU cooperation with Latin America,

If, given the disparity in the economic, political and cultural weight of the USA on the one hand and the other countries of the hemisphere on the other, and despite the fact that it is a multilateral negotiation process, the formation of a hemispheric free trade area strengthens the USA's influence in the Latin American region, the FTAA holds out the prospect of waning European influence in the region, particularly in the MERCOSUR countries and Chile whose closest ties have traditionally been with Europe.
