In 1998-99, when the National Crime Prevention Centre responded to the request it received from Toronto stakeholders, the momentum came from the bottom, not from the federal government. It came mainly from the Centre for Addiction and Mental Health (CAMH) in Toronto, so local stakeholders, who, by the way, had already started the process without us — they did not need us for that, the national centre was at Justice Canada at that time — and who then requested funding to improve the program and carry out an evaluation study afterwards.
