(17) Participation in the Framework Programme within the scope of European integration will be open to Member States, acceding countries, candidate countries and potential candidates benefiting from a pre-accession strategy, in accordance with the general principles and general terms and conditions for the participation of those countries in Union programmes established in the respective Framework Agreements, Association Council Decisions or similar agreements; to EFTA countries which are parties to the EEA Agreement and to countries of the European Neighbourhood area in accordance with the procedures defined with those countries following the framework agreements providing for their participation in European Union programmes.

Draws attention to the importance of the Madrid criteria (defined by the Madrid European Council of December 1995), which emphasised the ability of candidate countries to put EU rules and procedures into effect; also takes the view that the principle of strict conditionality requires that the progress of a candidate and/or potential candidate country in adopting and implementing reforms be effectively assessed on the basis of a clear set of criteria at every stage of the process, and that countries wishing to join the EU should be able to proceed from one stage to the next only once all the conditions have been met at each stage; stresses that, in order to enhance the credibility and effectiveness of the enlargement strategy, the Copenhagen criteria must be fully respected and complied with by Member States as well, in order to avoid requiring applicant countries to meet higher standards than those applying in some EU Member States; stresses the importance of defining the different stages more clearly, setting transparent and fair benchmarks throughout the process that translate the general membership criteria into concrete steps towards accession, and measuring whether the necessary requirements have been met, as well as of avoiding fixing or promising an accession date if negotiations have not yet been finalised; stresses that it should also be clear that a benchmark, once attained, should be sustained and that backsliding should elicit an appropriate response on the part of those setting the benchmarks;
10. attire l’attention sur l’importance des critères de Madrid (définis par le Conseil européen de Madrid de décembre 1995), qui mettent l’accent sur la capacité des pays candidats à mettre en pratique les règles et procédures de l’UE; estime également que le principe de stricte conditionnalité implique une évaluation efficace, sur la base d'une série de critères clairs, des progrès accomplis par un pays candidat et/ou candidat potentiel dans l’adoption et la mise en œuvre des réformes à chaque stade du processus et que les pays désireux d’adhérer à l’UE ne doivent pouvoir passer au stade suivant qu’une fois toutes les conditions du stade précédent respectées; souligne que, pour renforcer la crédibilité et l'efficacité de la stratégie d'élargissement, les critères de Copenhague doivent également être pleinement respectés et appliqués par les États membres, afin d'éviter d'exiger de pays candidats à l'adhésion le respect de normes plus élevées que celles qui sont appliquées dans certains États membres de l'Union; souligne l’importance de définir plus clairement les différents stades en fixant des points de référence justes et transparents tout au long du processus, de façon à traduire les critères d’adhésion généraux dans les étapes concrètes vers l’adhésion, en évaluant si les exigences fixées ont été remplies et en évitant de fixer ou de promettre une date d'adhésion si les négociations n'ont pas été clôturées; observe qu’il doit être clair que le respect d’un point de référence doit être continu, et que tout recul devrait susciter une réaction adéquate des parties définissant les points de référence;
