Definition: This block contains a wide variety of disorders that differ in severity and clinical form but that are all attributable to the use of one or more psychoactive substances, which may or may not have been medically prescribed. The third character of the code identifies the substance involved, and the fourth character specifies the clinical state. The codes should be used, as required, for each substance specified, but it should be noted that not all fourth character codes are applicable to all substances. Identification of the psychoactive substance should be based on as many sources of information as possible. Bill Casey: Au sujet de la position du gouvernement et des mesures qu’il a prises concernant les prestations d’assurance-emploi (AE) pour les conjoints des employés du gouvernement ou du secteur privé qui ont été affectés à l’étranger et qui ne peuvent toucher des prestations d’AE même si ces citoyens sont toujours inscrits dans des circonscriptions canadiennes: a) combien de conjoints de diplomates canadiens, d’employés canadiens du service extérieur canadien ou d’employés du secteur privé ont déposé des plaintes auprès de l’Agence du revenu du Canada (ARC), ou de Ressources humaines et Développement des compétences Canada (RHDCC) concernant leur impossibilité de toucher des prestations d’AE même s’ils sont toujours des citoyens canadiens inscrits dans des circonscriptions fédérales canadiennes et continuent de payer de l’impôt au gouvernement; b) l’ARC prélève-t-elle des cotisations d’AE auprès des conjoints de diplomates et d’employés du service extérieur du Canada, et des employés du secteur privé, et, si oui, pourquoi ces personnes ne peuvent-elles pas toucher des prestations d’AE pour lesquelles elles ont versé des cotisations prélevées sur un salaire versé par un employeur canadien juste avant ou pendant leur séjour à l’étranger; c) y a-t-il contradiction entre les définitions de résidence d’un citoyen canadien de l’ARC et de RHDCC et, si oui, pourquoi; d) les fonctionnaires de l’ARC, de RHDCC, des Affaires étrangères du Canada et d’Élections Canada font-ils un effort pour lever ou corriger les contradictions qui existent entre les définitions de ce qu’est la résidence d’une personne; e) l’ARC a-t-elle pris des mesures pour mettre à jour le formulaire NR74, Détermination du Statut de Résidence, et le mécanisme connexe pour corriger les contradictions à cet égard dans les autres ministères fédéraux, qui touchent les Canadiens vivant et travaillant à l’étranger; f) RHDCC, l’ARC, Élections Canada ou Affaires étrangères Canada ont-i ...

These exemptions, particularly that of the public sector, have met with opposition from the social partners (Opinion 79/2002 from the Economic and Social Committee) on the grounds that they clearly run counter to the directive’s sphere of application and certainly do not prevent the abuse of fixed term contracts.
Les partenaires sociaux s'opposent à ces exceptions et, essentiellement, à celles qui touchent le secteur public (cf. avis 79/2002 de l'Organisation des partenaires sociaux), car elles contreviennent absolument aux dispositions de la directive et n'empêchent pas le recours abusif aux contrats de durée déterminée.
