Definition: This block contains a wide variety of disorders that differ in severity and clinical form but that are all attributable to the use of one or more psychoactive substances, which may or may not have been medically prescribed. The third character of the code identifies the substance involved, and the fourth character specifies the clinical state. The codes should be used, as required, for each substance specified, but it should be noted that not all fourth character codes are applicable to all substances. Identification of the psychoactive substance should be based on as many sources of information as possible. These include self-report data, analysis of blood and other body fluids, characteristic physical and psychological symptoms, clinical signs and behaviour, and other evidence such as a drug being in the patient's possession or reports from informed third parties. Although less severe psychosocial stress ( life events ) may precipitate the onset or contribute to the presentation of a very wide range of disorders classified elsewhere in this chapter, its etiological importance is not always clear and in each case will be found to depend on individual, often idiosyncratic, vulnerability, i.e. the life events are neither necessary nor sufficient to explain the occurrence and form of the disorder. In contrast, the disorders brought together here are thought to arise always as a direct consequence of acute severe stress or continued trauma. The stressful events or the continuing unpleasant circumstances are the primary and overriding causal factor and the disorder would not have occurred without their impact. The disorders in this section can thus be regarded as maladaptive responses to severe or continued stress, in that they interfere with successful coping mechanisms and therefore lead to problems of social functioning.

That, given that bullying is a serious problem affecting Canadian communities, a special committee of the House be appointed and directed to develop a National Bullying Prevention Strategy to: (a) study the prevalence and impact of different types of bullying, including physical, verbal, indirect and cyber bullying; (b) identify and adopt a range of evidence-based anti-bullying best practices; (c) promote and disseminate anti-bullying information to Canadian families through a variety of mediums; (d) provide support for organizations that work with young people to promote positive and safe environments; (e) focus on prevention rather than criminalization; and that the committee consist of 12 members which shall include seven members from the government party, four members from the Official Opposition and one member from the Liberal Party, provided that the Chair shall be from the government party; that in addition to the Chair, there be one Vice-Chair from each of the opposition parties; that the committee have all of the powers of a Standing Committee as provided in the Standing Orders; that the members to serve on the said committee be appointed by the Whip of each party depositing with the Clerk of the House a list of his or her party’s members of the committee no later than five sitting days following the adoption of this motion; that the quorum of the special committee be seven members for any proceedings, provided that at least a member of the opposition and of the government party be present; that membership substitutions be permitted to be made from time to time, if required, in the manner provided for in Standing Order 114(2); and that the committee report its recommendations to this House within one year of the adoption of this motion.

Murray Calder moved, That the Sub-Committee on Agenda and Procedure be composed of the Chair, the Government Vice-Chair, the Parliamentary Secretary, two Liberal members, one member from the Reform Party, one member from the Bloc Québecois Party, one member from the National Democratic Party, and one member from the Progressive Conservative Party.

By unanimous consent, Mr. Zed (Parliamentary Secretary to the Leader of the Government in the House of Commons), seconded by Ms. Catterall (Ottawa West), moved, That in relation to its study of circumpolar cooperation, seven members of the Standing Committee on Foreign Affairs and International Trade (five from the Liberal Party, one from the Bloc québécois and one from the Reform Party) be authorized to travel to Cambridge, England; Oslo and Tromso, Norway; Stockholm, Sweden; and Copenhagen, Denmark; and that seven members of the Committee (four from the Liberal Party, two from the Bloc québécois and one from the Reform Party) be authorized to travel to Moscow, Murmansk and St. Petersburg, Russia; and Helsinki, Finland, during the period of November 2-9, 1996, in order to meet with, among others, parliamentarians, government officials and indigenous peoples, and that the necessary staff do accompany the Committee.

Zed (secrétaire parlementaire du leader du gouvernement à la Chambre des communes), appuyé par Mme Catterall (Ottawa-Ouest), propose, Que dans le cadre de l'étude du Comité permanent des affaires étrangères et du commerce international, sept membres du Comité (cinq du Parti libéral, un du Bloc québécois et un du Parti réformiste) soient autorisés à se déplacer à Cambridge, en Angleterre, Oslo et Tromso, en Norvège, Stockholm, en Suède, et Copenhague, au Danemark, et que sept membres du Comité (quatre du Parti libéral, deux du Bloc québécois et un du Parti réformiste) soient autorisés à se déplacer à Moscou, Mourmansk et Saint-Pétersbourg, en Russie, et Helsinki, en Finlande, entre le 2 novembre et le 9 novembre 1996 afin de rencontrer, entre autres, des homologues parlementaires, des hauts fonctionnaires, et des peuples autochtones, et que le personnel nécessaire accompagne le Comité.
