Definition: Arises as a delayed or protracted response to a stressful event or situation (of either brief or long duration) of an exceptionally threatening or catastrophic nature, which is likely to cause pervasive distress in almost anyone. Predisposing factors, such as personality traits (e.g. compulsive, asthenic) or previous history of neurotic illness, may lower the threshold for the development of the syndrome or aggravate its course, but they are neither necessary nor sufficient to explain its occurrence. Following the 12th annual meeting of NAFO (Halifax, 10-14 September 1990, Commission Vice-President Marín, responsible for Fisheries Policy, expressed his personal satisfaction and that of the Commission with the outcome of this meeting. Thanks in particular to the attitude of cooperation and compromise adopted by all concerned, the Halifax meeting represented a very important step towards resolving the differences of opinion which have characterized NAFO debates over the past few years and, more specifically, the fishing dispute between the Community and Canada. For some years now there has been a dispute within NAFO between the Community and Canada, in its position as a coastal state in the North- West Atlantic, over the basic approach to be adopted in defining a fishery resources conservation policy. The 12th annual meeting of NAFO held in Halifax from 10 to 14 September 1990, represents a major step forward (cf. the table in the Annex).
Suite à la XIIème réunion annuelle de la NAFO (Halifax,10- 14.IX.90), le Vice-Président MARIN, Commissaire responsable de la politique de la pêche, a exprimé sa satisfaction personnelle et celle de la Commission pour le résultat de cette réunion. En effet, grâce notamment à l'attitude de coopération et de compromis adoptée par toutes les parties, la réunion de Halifax constitue un pas très important vers la solution des divergences de vues qu'ont caractérisé les débats de la NAFO au cours de ces dernières années et, plus particulièrement, du différend qui oppose la Communauté au Canada en matière de pêche. Au sein de la NAFO , un différend oppose depuis quelques années la Communauté au Canada, en tant qu'Etat côtier dans le Nord-Ouest Atlantique, en ce qui concerne l'approche de principe à retenir pour définir une politique de conservation des ressources de la pêche. La XIIème réunion annuelle de la NAFO qui vient d'avoir lieu à Halifax du 10 au 14 septembre 1990 constitue un pas en avant très important (cfr. tableau en annexe).
