WHEREAS the Boy Scouts of Canada (in this Act referred to as the " Corporation" ), having its principal place of business in the city of Ottawa, in the Province of Ontario, was incorporated by chapter 130 of the Statutes of Canada, 1914, under the name of The Canadian General Council of the Boy Scouts Association, as a branch of The Boy Scouts Association, which itself had been incorporated in Great Britain in 1912 by a Royal Charter granted in that year during the reign of George V; AND WHEREAS The Canadian General Council of the Boy Scouts Association was later renamed the Boy Scouts of Canada, and in French, Scouts du Canada, by chapter 82 of the Statutes of Canada, 1960-61, reflecting the broadening of the scouting movement to enable the development of young people worldwide; AND WHEREAS the name in French of the Corporation was later changed from " Scouts du Canada" to " Les Boy Scouts du Canada" by chapter 68 of the Statutes of Canada, 1968-69; AND WHEREAS by that same chapter, L'Association des Scouts du Canada was incorporated with its head office in Montreal, in the Province of Quebec, to meet the special needs of the French-speaking Roman Catholic youth in the scouting movement, particularly in the provinces of Quebec, Manitoba and New Brunswick;

Just after that first round, I had the satisfaction, on 1 August, of signing, together with my counterparts from throughout the world, from the African Union, from the French-speaking community and from the Carter Foundation, a joint declaration that was basically designed to point out how impressed we were – and I quote – with the strong turnout of Congolese male and female voters and with the participation of the political party witnesses and the national observers in the election of 30 July.

But, before going any further, allow me to read the motion: Whereas the people of Quebec have expressed the desire for recognition of Quebec's distinct society; (1) the House recognize that Quebec is a distinct society within Canada; (2) the House recognize that Quebec's distinct society includes its French-speaking majority, unique culture and civil law tradition; Perhaps my French is not so good, but to me ``culture- unique'' means a culture that is different from others (3) the House undertake to be guided by this reality; (4) the House encourage all components of the legislative and executive branches of government to take note of this recognition and be guided in their conduct accordingly.
