Calls on neighbouring countries and regional players to refrain from actions which might exacerbate divisions and undermine Libya’s democratic transition, and to support fully the Government of National Accord as the sole legitimate government of Libya; points out that those who are actively creating obstacles to a Government of National Accord are in violation of UN Security Council resolutions on Libya and must face the consequences of their actions; believes that the EU should use its diplomacy and foreign policy tools, within the remit of the common security and defence policy (CSDP) and other policies such as those on trade and cooperation, to encourage countries in the Middle East and North Africa region to engage positively with the transition process in Libya; believes, likewise, that the EU and its Member States should end their silence regarding the support provided by some players in the region to warring factions in Libya and to terrorist groups using Libyan territory for their proxy wars; welcomes the facilitation role played by Algeria, Tunisia and Morocco, and recalls the importance of a stable Libya for the stability and security of the entire region;

Not only an international board of enquiry into what has taken place, not only a clear schedule for restoring democratic rules – because this interim government, by its very definition, is not sanctioned as a legitimate government by the popular vote – but also reforms to oppose corruption firmly and effectively, and ultimately to make Kyrgyzstan independent from the judiciary, which is very far removed from the current situation.

Ladies and gentlemen, we must tackle this problem seriously and from a European viewpoint, and avoid bringing hypothetical political charges against a legitimate government, when such charges could tomorrow be brought against any other Member State and any other government.
Mesdames et Messieurs, nous devons nous attaquer sérieusement et d’un point de vue européen à ce problème et éviter de porter des accusations politiques non fondées contre un gouvernement légitime, quand de telles accusations pourraient tout aussi bien être portées demain contre un autre État membre et un autre gouvernement.

(4) There is a need to complement the existing measures with effective controls over the international trade in rough diamonds in order to prevent the trade in conflict diamonds from financing the efforts of rebel movements and their allies to undermine legitimate governments.
