RECOGNIZING that the Programme Agreement formally acknowledges that the International Cospas-Sarsat Programme utilises satellites and a worldwide network of ground stations to detect and relay distress signals from maritime, aviation and land-based users, thereby supporting the search and rescue objectives of the International Maritime Organization (IMO) and of the International Civil Aviation Organization (lCAO);
CONSTATANT que l’Accord relatif au programme reconnaît officiellement que le Programme international Cospas-Sarsat utilise des satellites et un réseau mondial de stations terrestres pour détecter et relayer les signaux des utilisateurs maritimes, aéronautiques et terrestres, et appuie ainsi les objectifs de recherche et de sauvetage en mer de l’Organisation maritime internationale (OMI) et de l’Organisation de l’aviation civile internationale (OACI);

(d) a substance that is identified as a marine pollutant in the International Maritime Dangerous Goods Code, published by the International Maritime Organization, as amended from time to time;

G. whereas several factors such as poverty, lack of development, low levels of state control and law enforcement and the vulnerability of routes facilitate the proliferation of different types of threats to maritime security; whereas those threats can derive both from the behaviours of states interested in disturbing international maritime flows and from the illegal activities of non-state actors, such as transnational crime (e.g. arms or drugs trafficking), international terrorism or piracy, that exploit the weaknesses of a fragmented local, regional and global maritime governance system; whereas legal and illegal activities at sea have been growing in number and complexity as a result of this multiplication of actors present at sea making it increasingly difficult to distinguish legal activities from illegal ones; whereas this puts pressure on the EU to invest in a holistic approach in order to address the complexity of transnational challenges, which no Member State can meet alone;
G. considérant que plusieurs facteurs, tels que la pauvreté, le sous-développement, le faible niveau de contrôle étatique et d'application de la législation, ainsi que la vulnérabilité des routes, favorisent la prolifération de différents types de menaces pour la sécurité maritime; considérant que ces menaces peuvent provenir tant du comportement d'États intéressés par la perturbation des flux maritimes internationaux que des activités illicites d'acteurs non étatiques, comme la criminalité transnationale (par exemple, le trafic d'armes ou de drogues), le terrorisme international ou la piraterie, qui exploitent les faiblesses d'un système de gouvernance maritime locale, régionale et mondiale fragmenté; considérant que les activités légales et illégales en mer ont gagné en nombre et en complexité du fait de cette multiplication des acteurs présents en mer, rendant de plus en plus difficile la distinction entre les activités licites et illicites; considérant que cela fait pression sur l'Union pour qu'elle investisse dans une approche globale afin d'être en mesure de faire face à la complexité des défis transnationaux, qu'aucun État membre ne peut relever seul;

Brussels, 15 July 2011 - The European Commission congratulates the International Maritime Organization and its Member States on this first and major achievement on a technical measure to limit CO2 emissions from international maritime transport - the adoption of the Energy Efficiency Design Index.

This Convention is considered to be the “fourth pillar” of the international rules for a high-quality maritime industry, supplementing International Maritime Organization Conventions such as the International Convention for the Safety of Life at Sea (SOLAS Convention), the International Convention on Standards of Certification, Training and Watchkeeping (STCW Convention) and the International Convention for the Prevention of Pollution from Ships (MARPOL Convention).
