In order to build up the resilience of that European system of financing arrangements, and in accordance with the objective requiring that financing should come primarily from the shareholders and creditors of the institution under resolution and then from industry rather than from public budgets, financing arrangements may make a request to borrow from other financing arrangements in the case of need.
Afin d’assurer la solidité du système européen de dispositifs de financement et conformément à l’objectif selon lequel l’essentiel du financement devrait provenir des actionnaires et des créanciers de l’établissement soumis à la procédure de résolution, puis des entités du secteur, et non des budgets publics, les dispositifs de financement peuvent faire une demande de prêts à d’autres dispositifs de financement en cas de besoin.

Without prejudice to specific provisions concerning preferential trade arrangements under Regulation (EU) No 978/2012 of the European Parliament and of the Council (7) as well as other autonomous trade arrangements of the Union, it is necessary to lay down the main rules governing the trade arrangements applicable to processed agricultural products and non-Annex I goods resulting from the processing of agricultural products.

2. The financial contribution referred to in paragraph 1 shall be incurred as from the day following the entry into force or from the date of provisional application of this Arrangement as referred to in Article 13(3).
