Mr. Jean-Guy Chrétien: Mr. Speaker, the question that my distinguished colleague from the government party is asking reflects exactly what my hon. friend and colleague from Portneuf was pointing out to me earlier this afternoon when he asked whether Bill C-54 was aimed more at promoting modern high technology to advance sales of electronic goods or at protecting personal information about every citizen of this country.

Jean-Guy Chrétien: Monsieur le Président, la question de mon distingué collègue du parti ministériel reflète exactement ce que mon ami et collègue de Portneuf me faisait remarquer en début d'après-midi. Il me demandait si le projet de loi C-54 ne visait pas davantage à faire la promotion de la haute technologie moderne pour promouvoir la vente de biens électroniques plutôt que la protection individuelle, la protection des renseignements de chacun des individus de ce pays.

I will outline very briefly what we are considering because my colleagues have done a fabulous job in terms of the initiatives put forward by my friend and colleague from the neighbouring riding of Saint John, the member for Chicoutimi and the member from Lévis.

– (FR) On the basis of the own-initiative report of my German friend and colleague Jorgo Chatzimarkakis, I voted in favour of the Resolution on a Competitive Automotive Regulatory Framework, following the Communication from the European Commission based on the ‘CARS 21’ high-level group.
– (FR) Sur la base du rapport d’initiative de mon ami et collègue Allemand Jorgo Chatzimarkakis, j’ai voté la résolution sur un cadre réglementaire concurrentiel pour le secteur automobile à la suite de la communication de la commission européenne basée sur le groupe de haut niveau dit « CARS 21 ».

In terms of the pilot projects and preparatory actions, we have a range of different possibilities; in terms of internal policies, where we are wanting to underpin innovation, and where we are looking in terms of security at a major initiative on migration management, thanks to our friend and colleague Mr Deprez from the Committee on Civil Liberties, Justice and Home Affairs; and, last but not least, on external policy, to see what we can do to build up linkages with China and India, because, as reflected from the outset, in the present globalising world we do not have the right kind of networks which link our business and scientists with those of China and India.
Concernant les projets pilotes et les actions préparatoires, nous avons plusieurs possibilités; au niveau des politiques intérieures, où nous voulons encourager l’innovation, et où nous cherchons à lancer, en matière de sécurité, une grande initiative sur la gestion de la migration, grâce à notre ami et collègue, M. Deprez, de la commission des libertés civiles, de la justice et des affaires intérieures; et enfin, et surtout, concernant la politique extérieure, pour voir ce que nous pouvons faire pour nouer des liens avec la Chine et l’Inde, car, comme on peut le voir depuis le début, dans le monde actuel qui se mondialise, nous n’avons pas le bon type de réseaux reliant nos entreprises et nos scientifiques à ceux de la Chine et de l’Inde.

I thank the two rapporteurs who brought this through the committee to this plenary and I wish the Commissioner well in his work. May I also wish well Mr Sjöstedt, our friend and colleague from the Environment Committee.

Friends and colleagues here today from Brazil or the United States would probably take a different view, since they regard the European Commission as the appointed champion of the European model of agriculture.
Mes collègues et amis ici présents, qu'ils viennent du Brésil ou des Etats-Unis, ne répondraient pas nécessairement la même chose. Car ils voient au contraire dans la Commission européenne le farouche défenseur, comme c'est son devoir, du modèle agricole européen.

I hope that, in just a few years’ time, our new friends and colleagues will be able to sit down here with us in the Chamber instead of just listening from the gallery.
