In a letter from the French President dated 26 October 2011, the French Republic (hereinafter ‘France’) asked the European Council to take such a decision to enable Mayotte, which currently has the status of an overseas country or territory within the meaning of Article 355(2) TFEU and is listed as such in Annex II to the Treaty, to acquire the status of an outermost region within the meaning of Article 349 TFEU.
Par lettre de son président en date du 26 octobre 2011, la République française (ci-après dénommée la «France») a demandé au Conseil européen de prendre une telle décision afin que Mayotte, qui a actuellement le statut de pays et territoire d’outre mer au sens de l’article 355, paragraphe 2, du TFUE et qui figure à ce titre à l’annexe II dudit traité, accède au statut de région ultrapériphérique, au sens de l’article 349 du TFUE.

Strongly welcomes the French initiative of a formal return to the military structures of NATO, and the efforts by the French Presidency within the EU Council to bring the EU and NATO further together in response to the new security challenges; welcomes the efforts of the French Presidency aimed at the adoption of concrete initiatives for the pooling of European defence capabilities; also welcomes the newly positive approach of the United States of America towards the consolidation of EU defence capabilities;
