By supporting nuclear research, the Research and Training Programme of the Community for the period from 1 January 2014 to 31 December 2018 (the 'Euratom Programme') will contribute to achieving the objectives of the Horizon 2020 Framework Programme for Research and Innovation (the 'Horizon 2020 Framework Programme') established by Regulation (EU) No 1291/2013 of the European Parliament and of the Council and will facilitate implementation of the Europe 2020 strategy and the creation and operation of the European Research Area.

This Regulation establishes Horizon 2020 - the Framework Programme for Research and Innovation (2014-2020) ("Horizon 2020") and determines the framework governing Union support to research and innovation activities, thereby strengthening the European scientific and technological base and fostering benefits for society as well as better exploitation of the economic and industrial potential of policies of innovation, research and technological development.

On 20 April 2011, the Commission tabled a proposal (COM (2011)0206) to revise the current MFF 2007-13 on the basis of points 21 to 23 of the IIA, in order to accommodate the additional unforeseen additional funding needs for ITER for the years 2012-2013 by raising the ceiling of Heading 1a. That proposal should serve as a basis for an agreement between the two arms of the budgetary authority which should be concluded with recourse to all the means provided in the IIA and without deployments from the Seventh Framework Programme for Research to the Euratom Framework Programme;

Pursuant to the 7th Framework Programme for Research, Technological Development and Demonstration Activities (2007-2013), the funding of which was substantially increased compared to the previous programme, various initiatives were launched to improve the coordination of research activities and programmes. These include the European Technology Platforms, by means of which industry and other interested parties develop common long-term perspectives and strategic research agendas in areas of interest to companies, and the ‘bottom-up’ ERA-Net scheme, which supports the coordination of national and regional programmes.

This proposal for the Rules for Participation for the Seventh Framework Programme is based on Article 167 of the European Community Treaty that foresees the adoption of rules for participation of undertakings, research centres and universities and the rules for the dissemination of results to implement the Community multi-annual framework programme for research. These rules define the rights and obligations of legal entities wishing to take part in the framework programme and establish the principles for the use and dissemination of their work resulting from that participation.
