As stated in the Horizon 2020 Framework programme, particular attention shall be paid to the principle of proportionality, the right to privacy, the right to the protection of personal data, the right to the physical and mental integrity of a person, the right to non-discrimination and the need to ensure high levels of human health protection.

The Council agrees that: 1. all activities must be of high scientific and technological quality; 2. attention shall be paid to the contribution which the Framework Programme should make to the promotion of social and economic cohesion; 3. community support for RTD should continue to focus on generic, precompetitive research, and be of multisectoral application; 4. coordination between national RTD programmes and between national and Community RTD programmes as well as dissemination of results to enterprises, in particular SMEs, should be improved; 5. the content of the Fourth Framework Programme should ensure the necessary continuity of Community RTD and its further development, building on the experience of the second and third Framework Programmes and taking into account the need to ensure greater efficiency and added value, in particular through concentration, selectivity and the application of the subsidiarity principle; 6. the fourth Framework Programme should promote the development of standards across the Community to strengthen the single market and thus influence the development of world standards.

Recalls its conclusion of 29 April 1993, according to which detailed criteria and mechanisms should be established for cost-effective implementation and improved management of the Framework Programme in order to ensure that its objectives are fully met; reaffirms also its emphasis on the need for the improvement of procedures for systematic, independent and timely evaluation of the Framework Programme; 2. Welcomes in this respect the initiatives undertaken by the Commission with a view to improving the management of the EC research programmes and encourages the Commission to develop further such initiatives in time for the implementation of the Fourth Framework Programme; 3. Emphasizes that procedures and tools for programme implementation should as far as possible be simplified and harmonized in order to facilitate participation in Community research programmes, particularly by SMEs, and to allow for smooth, transparent and timely implementation of the Framework Programme; welcomes in this respect the circulation by the Commission of information bulletins on a regular basis; 4. Would welcome in particular, without prejudice to the quality and transparency of the selection procedure, improvements in specific areas, such as the shortening of delays between deadlines for receipt of proposals and start of selected projects and the provision of information to applicants on non-selected proposals; 5. Takes note of the Commission's intention to assess in further detail the possible benefits and disadvantages of decentralized management and possible further concrete measures that could be taken in this field, so as to enable Council to take a view on this issue as soon as possible; 6. Considers that possible new types of activities, for example thematic networks of excellence, concertation networks and consortia for integrated projects, as proposed by the Commission, need to be clarified further; 7. In this context, the partners would note with satisfaction the opening-up on a case-by-case basis of many specific programmes under the Community's fourth framework programme, particularly those dealing with the environment and technology, health and society, research on renewable resources, urban development, the information technologies programme and the communications technologies programme.
Dans ce cadre, les partenaires noteraient avec satisfaction l'ouverture au cas par cas d'un grand nombre de programmes spécifiques du quatrième programme cadre communautaire, notamment ceux dont les thèmes concernent l'environnement et la technologie, la santé et la société, la recherche sur les ressources renouvelables, l'aménagement urbain, le programme "technologies de l'information", le programme "technologies des communications".

The fourth framework programme will have the following priorities: - greater integration of national and Community RTD activities, in particular through better coordination of Member States' involvement in major international projects and better liaison with the research activities of various European organizations (ESA, CERN, etc.); - closer cooperation between Community RTD activities and Eureka activities, in particular on strategic projects combining the development of key technologies and market-orientated research; - within each area, greater focusing of RTD activities on a smaller number of problems and generic technologies with an impact on a number of different sectors, in particular in the area of industrial technologies and life sciences and technologies. For the first time there will be structured research in the transport sector and concerning problems relating to technology evaluation and societal issues; - better dissemination of research results, in particular to SMEs (networks, European infrastructure for the transfer of technologies, etc.) to try and remedy European businesses' inability to translate scientific breakthroughs into commercial successes.
Ainsi, ce IVème Programme Cadre visera en priorité à assurer : - une plus grande intégration des actions nationales et communautaires de RDT, notamment par une meilleure coordination de la participation des Etats membres aux grands projets internationaux, et une plus grande articulation des actions de recherche conduites par diverses organisations européennes (ESA, CERN, etc); - une coopération plus étroite entre les actions communautaires de RDT et celles menées dans le cadre d'EUREKA, notamment pour la réalisation de projets stratégiques combinant le développement de technologies clés et de recherches proches du marché; - une concentration accrue, à l'intérieur de chaque domaine, des actions de RDT sur un nombre réduit de problèmes et technologies génériques à impact multisectoriel, en particulier dans le domaine des technologies industrielles mais aussi dans celui des sciences et technologies du vivant; pour la 1ère fois des recherches seront menées de façon structurée dans le domaine des transports ainsi que sur des problèmes liés à l'évaluation de la technologie et à des questions de société; - une amélioration de la diffusion des résultats de la recherche, en particulier auprès des PME (réseaux, infrastructure européenne pour le transfert de technologies,etc), pour pallier à la faiblesse des entreprises européennes à transformer les percées scientifiques en réussites commerciales.
