Calls on the EU Member States to sign up to, and ratify, the core Council of Europe and United Nations human-rights conventions and the additional optional protocols: among others, the European Social Charter (revised), the Convention on Action against Trafficking in Human Beings, the Framework Convention for the Protection of National Minorities, the European Charter for Regional or Minority Languages of the Council of Europe, as well as the UN Convention against Torture and Other Cruel, Inhuman or Degrading Treatment or Punishment, the UN Convention relating to the Status of Refugees, the UN Convention on the Protection of the Rights of All Migrant Workers and Members of their Families, the UN Convention on Organised Crime and its two protocols against human trafficking and smuggling, the UN Convention on the Elimination of All Forms of Discrimination against Women, the UN Convention on the Rights of the Child and the UN Convention on the Rights of Persons with Disabilities; furthermore, suggests that, in the European legislative process, more account be taken of international documents and more reference made to them;

Research is needed at EU level for the implementation of international commitments such as the UN Framework Convention on Climate Change (UNFCCC) and its Kyoto protocol, the UN Convention on Biological Diversity, the UN Convention to Combat Desertification, the Stockholm Convention on Persistent Organic Pollutants, the objectives of the World Summit on Sustainable Development 2002, including the EU Water Initiative , contributions to the Intergovernmental Panel on Climate Change and the Earth Observation initiative and the forthcoming soil protection programme .
Des recherches sont nécessaires au niveau de l'UE pour assurer la mise en œuvre des engagements internationaux tels que la Convention-cadre des Nations unies sur les changements climatiques et le protocole de Kyoto, la convention des Nations unies sur la diversité biologique, la Convention des Nations unies sur la lutte contre la désertification, la Convention de Stockholm sur les polluants organiques persistants, les objectifs du sommet mondial sur le développement durable de 2002, notamment l'initiative de l'UE dans le domaine de l'eau, les contributions au Groupe d'experts intergouvernemental sur l'évolution du climat et à l'initiative d'observation mondiale de la Terre et le prochain programme de protection des sols.

The ultimate objective of the United Nations Framework Convention on Climate Change, which was approved by Council Decision 94/69/EC of 15 December 1993 concerning the conclusion of the United Nations Framework Convention on Climate Change (4), is to achieve stabilisation of greenhouse gas concentrations in the atmosphere at a level which prevents dangerous anthropogenic interference with the climate system.
La convention-cadre des Nations unies sur les changements climatiques, approuvée par la décision 94/69/CE du Conseil du 15 décembre 1993 concernant la conclusion de la convention-cadre des Nations unies sur les changements climatiques (4), a pour objectif ultime de stabiliser les concentrations de gaz à effet de serre dans l'atmosphère à un niveau qui empêche toute perturbation anthropique dangereuse du système climatique.

(7) Ecodesign requirements should be set bearing in mind the goals and priorities of the Sixth Community Environment Action Programme, including forthcoming goals of the 6th EAP thematic strategies, such as the Thematic Strategy on Sustainable Use of Natural Resources and Thematic Strategies on Waste Prevention and Recycling, the ECCP policy recommendations, the United Nations Framework Convention on Climate Change and the Kyoto Protocol commitment and, inter alia, existing goals of the Water Framework Directive, the Air Quality Framework Directive, the Waste Framework Directive and those on hazardous and persistent substances, the OSPAR Convention and the Community Directive on Persistent Organic Pollutants.

(j) promoting a better policy coherence by linking the work done within the framework of the different conventions, including the assessment of interlinkages between biodiversity and climate change, and the integration of biodiversity considerations into the implementation of the United Nations Framework Convention on Climate Change and the Kyoto Protocol.

2. This has been recognised in several agreements concluded, with the Community's participation, in the framework of the United Nations (Framework Convention on climate change, Convention on biological diversity, etc.) and the OECD (Shaping the 21st century strategy).
