Since the objectives of this Regulation, namely to contribute to citizens' understanding of the Union, its history and diversity, and to foster European citizenship and improve the conditions for civic and democratic participation, cannot be sufficiently achieved by the Member States and can therefore, by reason of the transnational and multilateral nature of the Programme, be better achieved at Union level, the Union may adopt measures in accordance with the principle of subsidiarity as set out in Article 5 of the Treaty on European Union.

1. The Programme, while fostering European citizenship in accordance with the general objectives as set out in Article 1(2), shall be divided into the following two strands:

Q. whereas, in this same context, the Committee on Petitions has been working in conjunction with the relevant services of the European Parliament to develop a new multi-lingual web-portal which replaces the former, more limited, electronic facility for petition submission contained on the Europarl web-site; whereas the new portal is designed to increase administrative efficiency while enhancing the transparency and interactivity of the petitions process for the benefit of petitioners and Members of the European Parliament as well as for the public at large; and whereas its launch in this legislative term is certainly a notable contribution to fostering European citizenship, in line with the institutional objectives of 2013 as ‘the European Year of Citizens’;
Q. considérant qu'à cet égard, la commission des pétitions a travaillé de conserve avec les services utiles du Parlement pour mettre en place un nouveau portail en ligne multilingue qui vienne remplacer l'ancienne plateforme électronique, plus limitée, de soumission de pétitions sur le site Europarl; considérant que ce nouveau portail a été conçu pour augmenter l'efficacité administrative tout en améliorant la transparence et l'interactivité de la procédure de pétition, dans l'intérêt des pétitionnaires, des députés au Parlement européen et, plus généralement, du grand public; considérant que son lancement, lors de la législature actuelle, constitue indubitablement une contribution de taille à la promotion de la citoyenneté de l'Union, conformément aux objectifs institutionnels de l'année 2013, désignée "année européenne des citoyens";

– fostering European citizenship and improving conditions for civic and democratic participation and for intercultural dialogue at Union level, through a better understanding of the Union's institutions, policies and politics.

This included the need to make citizenship a reality by fostering European culture and diversity, covering areas directly involving European citizens with the integration process, i.e. Youth, Culture, the Audiovisual sector and Civic Participation.
Dans ce contexte, il est notamment nécessaire de faire de la citoyenneté une réalité en favorisant la culture et la diversité européennes dans des domaines associant directement les citoyens européens au processus d'intégration, à savoir la jeunesse, la culture, le secteur audiovisuel et la participation civique.

In its Communication of 10 February entitled "Building our common Future: Policy challenges and Budgetary means of the Enlarged Union 2007-2013" [1], the Commission proposes as one of the main priorities for EU action developing European citizenship, on the basis of an area of freedom, justice, security, and respect for and promotion of fundamental rights, and fostering European culture and diversity.
