Furthermore, there are statements by the former CIA Director R. James Woolsey, that although the USA was spying on European firms, this was only to restore a level playing field since contracts had only been secured as a result of bribery. If it is true that the system is used to obtain competitive intelligence, the further issue arises of whether this is compatible with Community law. This second aspect will therefore be discussed separately.
