Points out the urgent need to work towards lasting security and stability in the region, including the acceptance by all of Lebanon's full sovereignty, and also of the peaceful coexistence of the State of Israel and the Palestinian State; in this context, notes the damage caused in the region by the war in the Middle East in the summer of 2006; calls for a formal undertaking from the EU, in the context of the peace process currently under way, to grant adequate financial support for the economic and social reconstruction of the countries in the region; urges the Commission to insist on compliance with the clauses relating to the Barcelona Process, in particular the human rights clause included in the Association Agreements and the various action plans, in order to achieve a true area of freedom and security in the region;
