The goal of the Voluntary Partnership Agreement (VPA) between the Republic of Indonesia and the European Union is to establish a legal framework in order to (i) assure the traceability of timber products, (ii) put in place a verification procedure certifying that timber products shipped into the market of the European Union have been acquired, harvested, transported and exported legally, assuring good management and legal exploitation of the Indonesian forests, and (iii) reinforce the validity of the Forest Law Enforcement, Governance and Trade (FLEGT) action plan of the European Union.
L'objectif de l'accord de partenariat volontaire (APV) entre l'Union européenne et la République d'Indonésie est d'établir un cadre législatif afin i) d'assurer la traçabilité des produits du bois, ii) de mettre en place une procédure de vérification visant à certifier que les produits du bois exportés vers le marché de l'Union européenne ont été acquis, abattus, transportés et exportés de manière licite et garantissant la bonne gestion et l'exploitation licite des forêts indonésiennes, et iii) de renforcer l'efficacité du plan d'action européen relatif à l'application des réglementations forestières, à la gouvernance et aux échanges commerciaux (FLEGT).

I welcome the goal of creating a legislative framework that makes it possible, inter alia, to identify timber products and ensure their traceability; to establish independent and governmental verification procedures certifying that all timber products exported by the Republic of Congo to European markets have been procured, felled, transported and exported legally, with the aim of establishing the foundations of legal management and exploitation in the Congo’s timber sector; and to strengthen forest law enforcement and governance.
J’approuve la volonté de se doter d’un cadre législatif destiné, entre autres choses, à repérer et assurer la traçabilité du bois et à mettre en place des procédures de vérification gouvernementale et indépendante qui certifient que toutes les exportations de bois du Congo vers les marchés européens ont été acquises, coupées, transportées et exportées de façon légale, pour asseoir une gestion et une exploitation légales des forêts congolaises et renforcer l’application des réglementations forestières et de la gouvernance.

1. In order to prevent a critical situation from arising on account of a shortage of essential products, or to remedy such a situation, and where Community interests call for immediate intervention, the Commission, acting at the request of a Member State or on its own initiative, and taking account of the nature of the products and of the other particular features of the transactions in question, may make the export of a product subject to the production of an export authorisation, the granting of which shall be governed by such provisions and subject to such limits as the Commission shall lay down pending subsequent action by the Council under Article 7.

With regard to action to end this trade, the Commission is currently preparing an action plan, following the recent Commission Communication to the Council and the Parliament which provided that the European Union would 'develop a European Union action plan by end 2002 on forest law enforcement, governance and trade (FLEGT) to combat illegal logging and associated illegal trade and to strengthen international cooperation to address violations of forest law, and forest crime'. The objectives of this plan are to develop technical assistance measures and to define actions aimed at reinforcing global and national governance in respect of the exporter countries concerned, thus making it easier to identify the products of illegal logging and to contribute to the fight against such practices.
Quant aux mesures visant à mettre fin au commerce, la Commission prépare un plan d’action (à la suite de la récente communication de la Commission au Conseil et au Parlement , qui prévoit que l'Union européenne va développer un plan d'action UE, d'ici la fin de 2002, sur le respect de la législation, la gouvernance et le commerce forestier (FLEGT) afin de combattre l'exploitation illégale et le commerce illégal qui y est associé, et pour renforcer la coopération internationale afin de combattre les violations de la législation forestière et les délits forestiers) dont l’objectif est de développer des actions d’assistance technique, de définir des actions visant à renforcer la gouvernance globale et nationale des pays exportateurs concernés, à mieux pouvoir identifier les produits issus d’exploitations illégales, et ainsi à contribuer à la lutte contre les exploitations illégales.
