TRADUCTIONS EN CONTEXTE

Without prejudging the normal budgetary and programming processes, the Commission foresees at this stage that it should be possible, within the existing instruments and financial programming, to propose a total volume of funding for these programmes over the period 2004-06 of the order of EUR955 million, representing EUR700m from INTERREG, EUR90m from PHARE, EUR75m from Tacis, EUR45m from CARDS and EUR45m from Meda.

It is not included in the MFF Regulation because Article 310 of the TFEU foresees such provision for budgetary discipline in relation to the multiannual financial framework.

A. considérant que si un accord sur le règlement fixant le cadre financier pluriannuel n'est pas conclu d'ici la fin de cette année, l'article 312, paragraphe 4, du traité sur le fonctionnement de l'Union européenne prévoit l'application des plafonds de la dernière année du cadre financier pluriannuel actuel, et l'article 30 de l'accord interinstitutionnel sur la discipline budgétaire et la bonne gestion financière, la prolongation des plafonds de 2013, moyennant un ajustement sur la base d'un déflateur fixe de 2 % par an, et ce jusqu'à l'adoption d'un nouveau cadre financier pluriannuel;

Points out the importance of the principle of "sound budgeting" and recalls that achieving value for money and a budget for results remain an objective; asks the Commission to prepare a PDB that gives a realistic picture of all budgetary needs for 2009, especially in Heading 4 of the MFF, and to inform the Budgetary Authority on the expected financial needs in the longer term; wishes to recall that the Flexibility Instrument is intended for the financing of unforeseen political challenges and should not be misused in the course of the budgetary procedure to finance EU policies and activities that are already foreseeable;
9. attire l'attention sur l'importance du principe de bon établissement du budget et rappelle que l'objectif demeure d'optimiser les ressources et d'établir un budget axé sur les résultats; invite la Commission à préparer un avant-projet de budget dressant un tableau réaliste de l'ensemble des besoins budgétaires pour 2009, notamment à la rubrique 4 du CFP, et d'informer l'autorité budgétaire des besoins financiers attendus à long terme; souhaite rappeler que l'instrument de flexibilité est destiné au financement de défis politiques imprévus et ne doit pas être détourné de son objet au cours de la procédure budgétaire pour financer des politiques et activités de l'Union déjà prévisibles;

8. - impossibility of obtaining a structured, foreseeable budgetary framework that guarantees a degree of continuity in action: this is one of the conditions for the European Union to achieve goals more ambitious than a mere succession of one-off operations.

At the appropriate juncture, the Commission will examine in depth all the budgetary, institutional and legal aspects which could arise from the different foreseeable options.
