whereas, in accordance with the Treaty of Lisbon, the implementation of development policy should be cohesive, and the measures aimed at encouraging economic growth in developing countries should contribute first and foremost to combating poverty and exclusion, particularly through access to education and healthcare,

Notwithstanding that the ratification process for the Lisbon Treaty has yet to be completed, I would like to suggest that we put our satisfaction and joy on hold until the citizens of Europe have confirmed, for example, in future elections to the European Parliament, that the Lisbon Treaty was first and foremost to their benefit, that it has improved social conditions, reduced dangerous armed conflicts and made a major contribution to a modern democratic Europe.

My second reason is that we all agree that in order to properly relaunch the Lisbon Strategy it is essential to create a sense of ownership of the strategy that filters down to local levels, so that responsibility lies first and foremost with national governments and parliaments as well as with the public.

That being the case, there are a number of recommendations to put forward: (1) the debate preceding the selection of the priority thematic areas must be more intensive and extensive; the Commission should inform Parliament of the selection criteria before the selection has been made; (2) ex post evaluation should likewise be expanded and, for example, record the consequences of the various research activities carried out at European level to further the Union’s overriding aims, first and foremost the Lisbon objectives; (3) in future, the text of the framework programme must be more detailed; to get answers to his questions about its content, the rapporteur too often had to consult the texts of the specific programmes; (4) modern conditions having been established by the codecision procedure, interinstitutional cooperation should be brought to bear in order to consider how it might be possible to postpone the discussion on the financial component of the framework programme until the first reading had progressed to a more advanced stage; (5) as a result of the historical accidents which have affected the various European Treaties, some important aspects of European research still lie outside the scope of codecision; before embarking on the procedure to adopt the seventh framework programme, this situation ought to be put right, since it certainly does nothing to promote public acceptance of science and technology.
Dans cette perspective il y a lieu de faire un certain nombres de recommandations: (1) le débat préalable au choix de domaines thématiques prioritaires doit être approfondi et enrichi; la Commission devrait communiquer au parlement et au Conseil les critères de choix avant que le choix ne soit fait; (2) le processus d’évaluation ex-post doit, lui aussi, être enrichi, notamment en faisant état des conséquences des différentes actions de recherche menées au niveau européen pour les grands objectifs de l’Union, et avant tout les objectifs de Lisbonne, (3) à l’avenir, le texte du programme-cadre doit être plus détaillé; trop souvent, pour obtenir une réponse à ses questions sur le contenu du programme-cadre, le rapporteur a dû se référer aux textes des propositions de programme spécifique; (4) dans les conditions modernes de la procédure par codécision, et dans le cadre de la coopération interinstitutionnelle, il serait souhaitable de réfléchir à des modalités qui permettrait d'entamer la discussion sur le volet financier du programme-cadre à un stade plus avancé de la procédure de première lecture; (5) les aléas de l’historique des divers traités européens veulent qu’encore aujourd’hui certains aspects importants de la recherche européens échappent à la codécision.

To respond to these challenges and fulfil the objectives set in Lisbon, the EU must first and foremost mobilise its current human resources, including migrant workers residing in the EU.
