Urges the Commission to follow up on the ‘five presidents’ report’ and to submit an ambitious blueprint putting forward all the measures required to make the Economic and Monetary Union (EMU) more resilient and turn it into a framework for better coordination, structural convergence and solidarity, capable of achieving the objectives set out in Article 3 of the Treaty on European Union (TEU), including an EMU-level fiscal capacity and completion of the Banking Union; calls for rapid implementation of its resolution on economic governance, starting with the streamlining of the European Semester and the negotiation of an interinstitutional agreement; welcomes, in this connection, recent initiatives to complete and rebalance the EMU; calls for the adoption of the Community method in the European Stability Mechanism (ESM), the substitution of the ‘Troika’ with a Community-based monitoring structure, the management of sovereign debt following the approval of the two-pack, and the deepening of the concept of structural reform, the means of financing such measures and their integration in the Semester; calls also for a debate on the dynamics that are fuelling the north-south divide in the EU and, in particular, in the monetary union, as well as the impediments to economic growth in Europe;

With a view to achieving more effective social policy coordination and better alignment with the Lisbon Strategy (particularly with the broad economic policy guidelines and the European employment strategy), a decision was taken in 2003 to streamline the OMC (see Commission Communication of May 2003 on the streamlining of coordination in the field of social protection).
Afin de mieux coordonner entre eux les processus sociaux et de les accorder à la stratégie de Lisbonne (en particulier avec les grandes orientations des politiques économiques et la stratégie européenne pour l'emploi), il a été décidé dès 2003 d'entreprendre la rationalisation de la MOC (voir la communication de mai 2003 sur la rationalisation de la coordination dans le domaine de la protection sociale).

In order to do this, the European Commission has to consider the appropriateness of choosing the open method of coordination, which is clearly unable to fully achieve the assigned objective; make sufficient funds available for the project, in order to make the citizens and residents of the new Member States more involved in the European project; carry out an evaluative across-the-board analysis, refocusing on the failure to respect civil liberties, access to fundamental rights and the fight against all forms of discrimination, and facilitate the task of preparing any sanctions that may be needed; highlight more clearly the problems relating to access to the law and justice, with a more detailed analysis of migration patterns, distinguishing between immigration of third-country nationals and the situation of other ethnic or cultural minorities; review the existing division of responsibilities between the Union, the Member States and the regions, and propose means of institutionalising the ‘best practice’ approach; ensure access to the legal system for vulnerable groups and minorities; unify, streamline and simplify the emergency procedures and resolve the remaining problems regarding stateless or other persons in difficulty who continue to be denied citizenship or the right of residence.
Pour ce faire, la Commission européenne doit: s’interroger sur la pertinence du choix de la méthode ouverte de coordination qui ne peut, à l’évidence, satisfaire pleinement l’objectif assigné; mettre à disposition de cette politique les moyens financiers appropriés, afin de rapprocher du projet européen les citoyens et les résidents des nouveaux pays membres; faire l’analyse transversale de synthèse, en la recentrant sur les manquements aux libertés civiles, à l’accès aux droits fondamentaux, à la lutte contre toutes les discriminations et faciliter le travail pour d’éventuelles poursuites; faire ressortir avec plus de clarté les difficultés d’accès aux droits et à la justice avec une analyse plus fine des flux migratoires, en distinguant la situation résultant de l’immigration des citoyens des pays tiers de celle des autres minorités ethniques ou culturelles; réfléchir sur la répartition des compétences entre l’Union, les États membres et les régions, et prévoir une certaine formalisation de la méthode des «bonnes pratiques»; mettre en pratique l’accès au droit des populations fragiles et minoritaires; améliorer l’unification, l’efficacité et la simplification des procédures d’urgence; résoudre les problèmes subsistant des personnes apatrides et des autres personnes en difficulté qui continuent à se voir refuser la citoyenneté ou le droit de résidence.
