In line with the Joint Declaration by the European Parliament and the Council adopted together with Decision No 778/2013/EU of the European Parliament and of the Council (3), Union macro-financial assistance should be an exceptional financial instrument of untied and undesignated balance-of-payments support, which aims at restoring a beneficiary's sustainable external finance situation and should underpin the implementation of a policy programme containing strong adjustment and structural reform measures designed to improve the balance of payment position, in particular over the programme period, and reinforce the implementation of relevant agreements and programmes with the Union.

Rejects the cuts introduced by the Council on Heading 1b, which would lead to a much more serious shortage in payments than already expected and would impede the reimbursement for already spent resources to the beneficiary Member States and regions, with serious consequences especially for those Member States which are already under social, economical and financial constraints; points out again that this heading is responsible for two thirds of the current outstanding commitments and that cutting the level of payments for 2013 would also lead to a strong increase in the level of RAL by the end of next year; asks therefore the Commission to present an analysis on the situation of RAL and a sound strategy as to how the level of RAL should be reduced; calls on the Commission to provide Parliament with information on a monthly basis on the breakdown per Member State and per Fund of the claims submitted for reimbursement;

Notes the Commission's draft code of conduct for interest representatives; reminds the Commission that Parliament has already had such a code in place for over 10 years and asks the Commission to negotiate with Parliament for the establishment of common rules; is of the opinion that any code should contain a strong monitoring element with regard to the conduct of lobbyists; stresses that sanctions should apply to lobbyists who breach the code of conduct; emphasises that sufficient resources (staff and funding) must be set aside for the purposes of verifying the information on the register; considers that for the Commission's register sanctions may include suspension from the register, and in more serious cases removal from the register; believes that once a common register is established, non-compliance by lobbyists should lead to sanctions in relation to access to all institutions to which the register applies;
