The most outstanding feature of 2002 was the approval of the Interact programme. In order to establish a supporting framework for efficient implementation of Interreg III, the Commission and Member States agreed to the Interact programme (standing for INTERreg - Animation, Coordination, Transfert). With its approval by the Commissioner, Mr Barnier, on 16 December 2002, the Union acquired a new tool for improving the effectiveness and quality of the Interreg III programmes. Given the considerable challenges facing the implementation of this Community Initiative, Interact will be an essential element in further simplifying procedures under the Interreg III programmes, in particular with a view to the programming period after 2006.

In reply to my previous question (P-0545/02) on the Thessaloniki underground, the Commission explained that the European Investment Bank (EIB) and the commercial banks had asked that the concessionaire make certain changes. Under these changes, a financial contribution by the shareholders of the consortium which has undertaken the project were to be a condition for approval of the plan for financing the project in question. This contribution has, however, still not been made, nor have the Greek authorities submitted the financing plan making provision for co-funding of the project on the basis of the Structural Funds for the programming period 2000-2006.

The Agency kept in close contact with the Commission during the programming process, ensuring that the projects proposed were in compliance with the FRY Country Strategy Paper ('CSP') for the period 2002-2006, and its Multi-Annual Indicative Programme (MIP) for 2002-2004.
