Definition: This block contains a wide variety of disorders that differ in severity and clinical form but that are all attributable to the use of one or more psychoactive substances, which may or may not have been medically prescribed. The third character of the code identifies the substance involved, and the fourth character specifies the clinical state. The codes should be used, as required, for each substance specified, but it should be noted that not all fourth character codes are applicable to all substances. Identification of the psychoactive substance should be based on as many sources of information as possible. Where necessary, such information shall include service handbooks, technical manuals, diagnosis information (e.g. minimum and maximum theoretical values for measurements), wiring diagrams, the software calibration identification number applicable to an engine type, information enabling the update of the software of the electronic systems in accordance with the specifications of the vehicle manufacturer, instructions for individual and special cases, information provided concerning tools and equipment, data record information and two-directional monitoring and test data. The manufacturer shall not be obliged to make available that information which is covered by intellectual property rights or constitutes specific know-how of manufacturers and/or OEM suppliers; in this case the necessary technical information shall not be improperly withheld;

Considers that the reaction to the challenge of the information society is a political priority for the European Union that will help achieve the objectives of creating employment, improving the quality of life of citizens, increasing the competitiveness of the production system and increasing economic and social cohesion in the Union; 2. Considers that information and communication technologies are of major importance for the competitiveness of economic activities and that as a mobilizer of investment they will be an important factor in economic expansion; 3. Considers that it is the responsibility of enterprises to ensure and improve industrial competitiveness and of the public authorities to foster a competitive environment and to create an appropriate legal and regulatory framework; II 4. Considers that the development of the information society has a twofold effect on European industry: - it has a general influence on the competitiveness of industry as a user of infrastructure and information services; - it has a direct impact on the European information industry as the supplier of operators, producers of all kinds of content and providers of information services and on users; 5. Stresses that the content industry will have great importance for the future of the information society and that the information services industry must expand considerably; 6. Recognizes that the level of acceptance of the new services on the part of users is one of the decisive factors for effective development of the information society.
I. 1. considère que la réaction face au défis de la société de l'information est une priorité politique pour l'Union européenne dans la poursuite des objectifs de création d'emploi, d'amélioration de la qualité de vie des citoyens, d'augmentation de la compétitivité de l'appareil de production et de renforcement de la cohésion économique et sociale de l'Union ; 2. considère que les technologies de l'information et des communications revêtent une importance considérable pour la compétitivité des activités économiques et que, mobilisateur d'investissements, elles seront un facteur important de l'expansion économique; 3. considère qu'il appartient aux entreprises d'assurer et d'améliorer la compétitivité industrielle et aux pouvoirs publics de favoriser le développement d'un environnement concurrentiel et de créer un cadre juridique et réglementaire adéquat; II 4. considère que le développement de la société de l'information produit deux types d'effets sur l'industrie européenne, à savoir : -une incidence générale sur la compétitivité de l'industrie dans la mesure où celle-ci utilise les infrastructures et les services d'information; -une influence directe sur l'industrie de l'information européenne en tant que fournisseur des opérateurs, des producteurs des contenus les plus divers et des prestataires de services d'information, ainsi que sur les utilisateurs; 5. souligne que le secteur du contenu d'information sera très important pour l'avenir de la société de l'information et ajoute qu'il faudra largement développer le secteur des services d'information ; 6. reconnaît que le degré d'acceptation des nouveaux services par les usagers est l'un des facteurs déterminants pour un développement effectif de la société de l'information .

youth information is important for each Member State and common objectives cannot be implemented unless the subsidiarity principle is upheld; the promotion of information supply services which take into consideration the specific needs of young people is crucial to providing young people with access to information; young people form a heterogeneous group whose needs vary depending on their age, gender, socioeconomic circumstances and geographical location; by its very nature, youth information is a highly diverse area affecting many young people in different circumstances; participation by young people in producing and disseminating information remains the key to providing them with information to meet their needs; implementing the common objective with regard to information has resulted in an Internet portal, which the Commission has launched in association with the Eurodesk, ERYICA (European Youth Information and Counselling Agency) and EYCA (European Youth Card Association) networks.
que l'information des jeunes est un élément important pour chaque État membre et que la mise en œuvre des objectifs communs ne peut se faire que dans le respect du principe de subsidiarité; que la promotion de services d'information adaptés aux besoins particuliers des jeunes joue un rôle primordial dans l'accès des jeunes à l'information; que les jeunes constituent un groupe hétérogène avec des besoins différents en fonction de l'âge, du sexe, du contexte socio-économique et géographique; que l'information des jeunes constitue par nature un domaine très diversifié qui touche beaucoup de jeunes dans des contextes différents; que la participation des jeunes à la production et à la diffusion de l'information demeure un élément clé d'une information adaptée aux besoins des jeunes; que la mise en œuvre de l'objectif commun en matière d'information a permis la réalisation du portail Internet mis en place par la Commission en collaboration avec les réseaux Eurodesk, ERYICA (Agence européenne pour l'information et le conseil des jeunes) et EYCA (Association européenne des Cartes Jeunes).
