Those instructions indicate that should a permit be warranted, it shall be issued in the first instance for a period of 180 days, that it will be fee exempt, that for subsequent applications the instructions say the second permit may be issued for a period of up to three years, that in making the assessment officers must be non-adversarial, that law enforcement should not be present to the extent possible, and that the victim will be provided with the appropriate referrals for shelter through the appropriate municipal or provincial authorities.
