According to Article 22(2) of Regulation (EU) No 508/2014 procedures and timetables for the submission and approval of the following amendments to operational programmes are to be simplified in the following cases: (a) amendments to operational programmes concerning a transfer of funds between Union priorities, provided that the funds transferred do not exceed 10 % of the amount allocated to the Union priority; (b) amendments to operational programmes concerning the introduction or withdrawal of measures or types of relevant operations and related information and indicators; (c) amendments to operational programmes concerning changes in the description of measures, including changes of eligibility conditions; (d) amendments required by changes in the priorities of the Union for the enforcement and control policy.

− The ENVI resolution was fairly narrowly adopted (final vote 292/274/38) with the following changes/remarks: the reference to ‘without prejudice to moving to a 1.5 ºC limit’ was deleted with a narrow majority (RCV Amendment 14 and Amendment 18: 307/304/xx); the explicit mention that LULUCF and AAU loopholes could nullify all Annex I targets was deleted (Amendment 16: 316/301/xx), but other paragraphs requiring robust rules that are designed to deliver emissions reductions from Annex I remained.

In order to enhance the effectiveness of both the oversight and the joint review, information and relevant data should be available on the number of access and redress requests, possible follow-up (deletion, rectification, etc), as well as the number of decisions limiting rights of data subjects.

In fact I reject it for the following reasons: this amendment is based on the assumption that neither the Commission report nor the European Parliament’s Kuckelkorn report give any impetus towards structural reforms in the Member States of the European Union as regards reforming retirement pensions.
- (DE) Monsieur le Président, Mesdames et Messieurs, j'ai erronément approuvé la proposition d'amendement 39, alors que je le désapprouve pour les raisons suivantes : il est dit dans cet amendement qu'on part du principe qu'aucun incitant ne devrait découler du rapport de la Commission ou du rapport Kuckelkorn en matière de réformes structurelles dans les États membres de l'Union pour ce qui touche à la réforme des systèmes d'assurance vieillesse.

However, it has not yet proved possible to continue the measure after 1994 for lack of dedicated funding (following the deletion of the Poseima budget heading) and because of the eligibility rules for the Structural Funds (under which it was considered operating aid, and therefore ineligible).
