Definition: This block contains a wide variety of disorders that differ in severity and clinical form but that are all attributable to the use of one or more psychoactive substances, which may or may not have been medically prescribed. The third character of the code identifies the substance involved, and the fourth character specifies the clinical state. In November 2009, the Presidency of the Council of the European Union and the United States Government signed an interim agreement concerning the processing and transfer of financial messaging data from the EU to the US for TFTP purposes, which the European Parliament did not endorse.[71] On the basis of a new mandate, the European Commission negotiated a new draft agreement with the US, presenting to the Council on 18 June 2010 a proposal for a Council Decision on the conclusion of the Agreement between the European Union and the United States of America on the processing and transfer of Financial Messaging Data from the European Union to the United States for the purposes of the Terrorist Finance Tracking Program (EU-US TFTP Agreement).[72] The European Parliament gave its consent to the conclusion of this agreement on 8 July 2010.[73] The Council is now expected to adopt a Council Decision concluding this agreement, following which the agreement would enter into force via an exchange of letters between the two parties.
