The Return Action Programme , adopted by the Council on 28 November 2002, recommends in Chapter IV making the return of third country nationals illegally resident in a Member State as efficient as possible by sharing existing capacities for the organisation of joint flights among the Member States (n. 36) and points out the necessity of joint training measures for the officials with responsibility for return operations (n. 30); The Council adopted in 2004 a Decision defining the organisational arrangements which are appropriate for carrying out joint return operations by air, identifying in particular the tasks specific to the organising Member State, the tasks specific to the participating Member States and the common tasks; The Council, in its Conclusions adopted on 12 July 2004 on giving practical effect to the Council Decision on the organisation of joint flights , invited the European Commission and the Member States "to explore ways for the Border Management Agency to provide the necessary assistance for organising joint flights"; The FRONTEX Agency has been tasked, in the relevant Regulation, "to provide the necessary assistance for organising joint return operations of Member States" (Article 9), as well as to hold additional training courses and seminars on "subjects related to the return of third country nationals for officers of the competent national services of Member States" (Article 5) .

2. With specific regard to the implementation of the Schengen arrangements at airports, the position from 26 March 1995 onwards may be summarized as follows: At (major) Schengen airports, passengers will normally pass through separate channels according to whether they are on domestic/intra-Schengen flights or on non-Schengen flights (i.e. to or from Member States or third countries): - those on intra-Schengen flights, irrespective of their nationality, will be checked neither on departure nor on arrival (they may be required to undergo only such security checks as are or may be carried out on passengers travelling on domestic flights); - those on non-Schengen flights will be treated as international passengers and required to undergo the relevant controls on leaving or entering Schengen territory.
2. S'agissant en particulier de la mise en application du régime Schengen aux aéroports, la situation à partir du 26 mars 1995 peut être résumée comme suit: en principe, aux (grands) aéroports de Schengen, seront instaurées deux zones qui permettent de séparer physiquement les deux flux de passagers - d'une part les passagers de vols domestiques et de vols intra-Schengen, d'autre part les passagers de vols à destination et en provenance de pays non-Schengen (c.à.d. des autres Etats membres et des pays tiers). Cela permettra de traiter ces deux flux de passagers conformément aux dispositions de Schengen: - les passagers de vols intra-Schengen, quelle que soit leur nationalité, ne seront contrôlés ni au départ ni à l'arrivée (ils peuvent seulement être soumis à des contrôles de sécurité tels qu'ils sont ou peuvent être effectués à l'égard des passagers de vols domestiques); - les passagers de vols "internationaux" (en provenance ou à destination d'un Etat non-Schengen) seront traités dans la zone "internationale" et seront soumis, selon le cas, à des contrôles de sortie lorsqu'ils quittent le territoire Schengen et à des contrôles d'entrée lorsqu'ils veulent pénétrer sur le territoire de Schengen.
