Our rapporteur, Mr Graefe zu Baringdorf, is right to be particularly interested in the matter of who will benefit from the system, especially as it comes at a price – I believe some ten million euros are involved, albeit spread over five or six years – and these sums will come not from an independent budget line but from an agricultural guarantee fund. The system is certainly worth trying out, or pursuing, Commissioner.
C'est avec beaucoup d'intérêt, si j'ose dire, que notre rapporteur, Graefe zu Baringdorf, pose précisément la question de l'intérêt, d'autant que cette position n'est pas gratuite – j'ai compris qu'il en allait d'une dizaine de millions, même si c'est sur cinq ou six ans et que, surtout, ces montants seront pris non pas sur une ligne autonome mais sur un fonds de garantie agricole. Ça vaut la peine, Madame la Commissaire, de faire l'expérience ou de la poursuivre.

As for the development cooperation instrument, which represents the central brick in this new architecture, I greatly appreciate the fruitful cooperation with Parliament, especially during the last five months, and I thank the rapporteur, Mr Mitchell, for the central role he has played in bringing the negotiations to a positive and timely conclusion.
En ce qui concerne l’instrument de coopération au développement, qui constitue la pierre angulaire de cette nouvelle architecture, je me félicite de la coopération fructueuse avec le Parlement, en particulier au cours des cinq derniers mois, et je remercie le rapporteur, M.
