Over 200 parliamentarians from 20 countries adopted the guiding principles of the organization, thereby creating the first permanent interparliamentary forum of the Americas.

Mr. Speaker, pursuant to Standing Order 34(1) I have the honour to present to the House, in both official languages, the following reports of the Canadian delegation of the Canada-United States Interparliamentary Group respecting its participation in the following two meetings: First, the 51st annual meeting of the Regional Policy Forum of the Eastern Regional Conference that was held in Halifax, Nova Scotia, August 7 to 10, 2011; and second, the 66th annual meeting of the Midwestern Legislative Conference of the Council of State Governments that was held in Indianapolis, Indiana, United States, July 17 to 20, 2011.

Proposes that a first interparliamentary Forum be convened in the spring of 2006, in advance of the June meeting of the European Council, in order to hear parliamentarians, both national and European, the aim being to make comprehensive recommendations to the European Council about how the Union should proceed to find the way out of the crisis;

Ms. Pavòn Jaramillo is the first woman to chair COPA, a permanent and automous forum of parliamentary assemblies of unitary, federal and federated states, regional parliaments and interparliamentary organizations of the Americas COPA encourages further exploration of and follow-up to the discussions at the summits of the Americas and in other forums.
Mme Pavòn Jaramillo est la première femme à présider la COPA, un forum permanent et autonome qui réunit les assemblées parlementaires des États unitaires fédéraux, fédérés et associés, les parlements régionaux et les organisations interparlementaires des Amériques. La COPA favorise l'approfondissement et le suivi des débats qui sont discutés lors des Sommets des Amériques et dans les autres forums.

Naturally, we can read all kinds of intentions into this on both sides, but the goal of the movement in which we are currently involved—a movement to create an interparliamentary forum bringing together representatives of various political parties who are members of parliaments—is first and foremost to have an Inter- Parliamentary Forum of the Americas that includes representatives from all parliaments.
Bien sûr, on peut prêter toutes sortes d'intentions aux uns et aux autres, mais l'objet du mouvement dans lequel nous sommes actuellement, celui de constituer un forum interparlementaire où on retrouve des représentants de différentes formations politiques issus des parlements, est d'abord et avant tout d'avoir un forum interparlementaire des Amériques, incluant des représentants de tous les parlements.
