The Communication assesses the state of play of the Strategic Partnership with regard to Latin America and the results of the Commission’s strategy for Latin America, as outlined in its 2005 Communication ‘ A stronger partnership between the European Union and Latin America’[2].

In its 2005 Communication ‘ A stronger partnership between the European Union and Latin America’, the Commission sought to strengthen the bi-regional political and policy dialogue in a number of important areas. Its main objectives — which remain the EU’s current strategic policy priorities — are to: promote regional integration and negotiations to establish Association Agreements with sub-regions in Latin America; steer development cooperation towards the reduction of poverty and social inequality and improve educational levels.
Dans la communication intitulée « Un partenariat renforcé entre l ’ Union européenne et l ’ Amérique latine » publiée en 2005, la Commission a cherché à consolider le dialogue politique et stratégique birégional dans plusieurs domaines clés. Ses principaux objectifs – qui demeurent les priorités politiques stratégiques actuelles de l’UE - sont les suivants: encourager l’intégration régionale et les négociations d’accords d’association avec les sous-régions d’Amérique latine, axer la coopération au développement sur la réduction de la pauvreté et des inégalités sociales et améliorer les niveaux d’instruction.

The European Union and Latin America and the Caribbean have enjoyed privileged relations since the first bi-regional Summit, held in Rio de Janeiro (Brazil) in 1999, which established a strategic partnership.

Urges that climate change and global warming should remain a priority on the political agenda between the EU and the countries of Latin America and the Caribbean; stresses the need to agree joint positions in the various forums for dialogue on the environment and climate change, especially in the UN framework, while also supporting the summit to be held in Mexico in late 2010; calls, in addition, for the continuation of the meetings of the environment ministers from both regions following the initial one held in Brussels in March 2008; stresses, besides, that it is the poorest, and above all the indigenous communities, who are the first to fall victim to the adverse effects of climate change and global warming; hopes also that measures under the Latin America Investment Facility (LAIF) can be oriented, among other things, towards support for projects to combat the impact of climate change and the promotion of local public transport, electric vehicles and the ITT-Yasuni project in Ecuador, etc.;
20. insiste pour que la lutte contre le changement climatique et le réchauffement planétaire constituent une priorité sur l'agenda politique de l'Union et des pays d'Amérique latine et des Caraïbes, recommande la concertation quant aux positions à défendre dans les différentes instances de dialogue sur l'environnement et le changement climatique, en particulier dans le cadre de l'ONU, et soutient le prochain sommet qui doit avoir lieu à Mexico à la fin de 2010; estime qu'il est également nécessaire d'assurer la continuité des réunions des ministres de l'environnement des deux régions après la première rencontre organisée à Bruxelles en mars 2008; souligne, en outre, que ce sont les plus pauvres, et en particulier les populations autochtones, qui sont les premières victimes des effets négatifs du changement climatique et du réchauffement de la planète; espère également que l'action de la facilité d'investissement en Amérique latine (LAIF) pourra être axée, entre autres, sur le soutien aux projets visant à lutter contre les effets du changement climatique, à favoriser les transports publics locaux et les véhicules électriques, au projet Yasuní-ITT en Équateur, etc.;

Despite, however, certain promising prospects opened up by the first EU-Latin America-Caribbean Summit held in Rio de Janeiro in 1999, along the lines of a strategic partnership on an economic, social and ecological level, the concrete results so far achieved have been far from satisfactory.

Welcomes the results of the first EU-Latin America summit, held in Rio de Janeiro, and the decision to convene a new summit in the year 2000 in Madrid; stresses the need to exploit to the maximum the new perspectives opened by these summits with a view to strengthening the relations between the European Union and the integration movements taking place in Latin America; stresses the importance of the conclusion of a free trade agreement between the EU and our South American partners;
23. approuve l’organisation et les résultats du premier sommet UE/Amérique latine qui s’est tenu à Rio de Janeiro et la décision de convoquer un nouveau sommet en l’an 2000 à Madrid; souligne la nécessité d’exploiter au maximum les nouvelles perspectives offertes par ces sommets en vue de renforcer les relations entre l’Union européenne et les mouvements d’intégration qui se manifestent en Amérique latine; souligne l’importance de la conclusion d’un accord de libre-échange entre l’UE et ses partenaires sud-américains;
