For the purpose of automatic decommitment referred to in the first subparagraph, the Commission shall calculate the amount by adding one sixth of the annual budget commitment related to 2007 total annual contribution to each of 2008 to 2013 budget commitments’.

Points out that compliance with the automatic decommitment principle is essential in order to encourage the financing and rapid implementation of projects by management authorities; insists that the principle of the N+2 rule (and N+3 in the new Member States during the first three years of the 2007-2013 financial framework) should be adhered to;

(5) As implementation of Sapard Programmes has only started for most Candidate Countries in 2002, whereas appropriations were first entered in the budget in 2000, it is appropriate to extend for two years the time limit for use of appropriations for the annual allocations 2000 to 2002 and thereafter to move progressively towards the rules of automatic decommitment as provided in Regulation (EC) No 1260/1999.
(5) Étant donné que la mise en oeuvre des programmes Sapard n'a commencé qu'en 2002 pour la plupart des pays candidats, alors que les crédits ont été inscrits au budget pour la première fois en 2000, il convient de proroger pour deux années le délai maximal autorisé pour l'utilisation des allocations annuelles de 2000 à 2002 et ensuite d'appliquer progressivement les règles de dégagement d'office conformément au règlement (CE) n° 1260/1999.

The following subparagraph is added to Article 7(3): "By way of derogation from the first subparagraph, the Commission shall automatically decommit any part of the commitment corresponding to the year 2000 which has not been settled by the payment on account or for which it has not received an acceptable payment application, by 31 December 2003 at the latest".
