Is particularly concerned by the fact that DG AGRI considers that ‘in general Member States are improving their management and control systems for rural expenditure’ while the audit of the Court of Auditors shows that the supervisory and control systems in Denmark, Finland, Hungary, Italy and Spain were not effective or only partially effective ; is of the opinion that such a big divergence between the assessments of the Commission and the Court of Auditors makes it difficult for the discharge authority to reach objective conclusions; insists on data exchange between the Court of Auditors and the Commission to facilitate coordinated back casting for past periods in order to ensure a reliable database for future comparisons; is convinced of the usefulness of tripartite meetings between the Court of Auditors, the Commission and representatives from Member States concerned when looking for common analysis;

Regrets that in 2010 some Member States failed to meet the deadlines for reporting irregularities; agrees with the Commission that all Member States must improve the reports submitted; recalls that Finland, Austria and the Netherlands have committed themselves to complying with reporting requirements, and calls on the Commission to provide information in the Protection of the European Union's financial interests - Fight against fraud - Annual Report about the progress made by these Member States in 2011;

Welcomes the Commission's conclusion that the overall reporting discipline in this policy group has improved and that compliance now stands at 95 %; calls on those Member States which still do not report in good time (Austria, Finland, the Netherlands, Slovakia and the United Kingdom) to remedy the situation promptly;

Is of the opinion that a strengthened AC should play a leading role in cooperation on the Arctic and would therefore welcome politically and administratively improved capacities of the AC, e.g. the permanent secretariat currently under discussion, more equal sharing of costs, more frequent ministerial meetings and an Annual Arctic Summit on the Highest Level, as proposed by the Foreign Minister of the EU Member State Finland, which is also a Member of the Arctic Council; would further welcome greater involvement of the Parliamentarians of the Arctic to underline the parliamentary dimension and be sure to include relevant non-Arctic players; furthermore insists that continued high-level meetings of an inner exclusive core of States will merely undermine the status and role of the AC as a whole; wishes the AC to maintain its open and inclusive approach and thus to remain open to all stakeholders;
52. estime qu'un Conseil de l'Arctique renforcé devrait jouer un rôle directeur dans la coopération régionale; accueillerait donc favorablement l'amélioration politique et administrative de ses capacités, notamment l'établissement d'un secrétariat permanent, un partage plus équitable des frais entre les membres, des réunions ministérielles plus fréquentes et un sommet annuel arctique, réuni au plus haut niveau, ainsi que le propose le ministre des affaires étrangères de la Finlande, État membre à la fois de l'Union et du Conseil de l'Arctique; se féliciterait en outre d'un plus fort engagement des parlementaires de la région, afin de souligner la dimension parlementaire et d'être sûr d'y associer les protagonistes non arctiques intéressés; insiste par ailleurs sur le fait que de perpétuelles réunions de haut niveau d'un petit noyau privilégié et exclusif d'États ne peut que saper le statut et le rôle du Conseil de l'Arctique dans son ensemble; souhaite que le Conseil de l'Arctique conserve son approche ouverte et intégratrice et qu'il reste donc ouvert à toutes les parties intéressées;

Nowadays, there are a large number of projects seeking to reduce discrimination, e.g. help for female entrepreneurs in Greece; innovative services for reconciling work and family life in Finland; improvements to women's job market skills in Spain; help for employers creating new job schemes in Portugal.
