Since 2001, major legislative proposals were approved and are being put into practice such as the opening-up of rail freight transport to competition, the upgraded social conditions of road transport, the definition of 30 TEN priority projects, the creation of the European Single Sky, the strengthening of aviation passenger rights, the new road charging directive whose distance-based user charges can be channelled to the financing of infrastructure in some cases, the promotion of intermodal transport with the Marco Polo programme and the reinforcement of the legal framework in maritime safety.

Recognises the crucial role of Member States, in consultation with their regional and local authorities, stakeholders of civil society and local populations, in deciding, planning and financing transport infrastructure, including European cross-border coordination and cooperation; expects more coherence from the Council between requests for TEN-T projects and decisions on TEN-T budgets; in view of the mid-term review of the EU financial framework and also with regard to the current discussion on the EU Recovery Plan, asks Member States to properly consider the issue of the necessary financial support to the transport infrastructures which are part of the TEN–T network as a priority according to the EU policy so far established;
27. reconnaît le rôle essentiel des États membres, en concertation avec les autorités régionales et locales, les parties intéressées de la société civile et les populations locales, en matière de décision, de planification et de financement de l'infrastructure de transport, y compris la coordination et la coopération européennes transfrontalières; attend du Conseil qu'il tende à une plus grande cohérence entre les demandes concernant des projets RTE-T et les décisions relatives aux budgets RTE-T; invite les États membres, dans la perspective de la révision à mi-parcours du cadre financier de l'Union et eu égard au débat actuel sur le plan de relance de l'Union, à véritablement considérer la question du soutien financier nécessaire aux infrastructures de transport qui font partie du réseau RTE–T comme une priorité selon la politique communautaire menée jusqu'ici;

25. Reminds the Commission that EU co-financing for transport infrastructure projects by TEN-T, cohesion, regional funds and the EIB must correspond with the following criteria: economic viability, enhanced competitiveness, promotion of the single market, environmental sustainability, transparency for taxpayers and citizen's involvement (partnership principle); in this respect, emphasises the importance of developing public-private partnerships to finance TEN-T projects and the need to come up with flexible solutions for the problems that arise in works of this scale (geographical and technical difficulties, public opposition, etc.);
