Definition: This block contains a wide variety of disorders that differ in severity and clinical form but that are all attributable to the use of one or more psychoactive substances, which may or may not have been medically prescribed. The third character of the code identifies the substance involved, and the fourth character specifies the clinical state. The codes should be used, as required, for each substance specified, but it should be noted that not all fourth character codes are applicable to all substances. Identification of the psychoactive substance should be based on as many sources of information as possible. These include self-report data, analysis of blood and other body fluids, characteristic physical and psychological symptoms, clinical signs and behaviour, and other evidence such as a drug being in the patient's possession or reports from informed third parties. Many drug users take more than one type of psychoactive substance. The main diagnosis should be classified, whenever possible, according to the substance or class of substances that has caused or contributed most to the presenting clinical syndrome. Other diagnoses should be coded when other psychoactive substances have been taken in intoxicating amounts (common fourth character .0) or to the extent of causing harm (common fourth character .1), dependence (common fourth character .2) or other disorders (common fourth character .3-.9). It was agreed, - That the Members of the Sub-committee agree that the main purpose of the Sub-Committee travel to Washington, D.C., is to gather information and meet with representatives of Congress, the World Bank, the International Monetary Fund, the General Accounting Office and the Inter-American Bank to identify and discuss the work that has been done and that is currently being undertaken in the development of international financial reporting guidelines and standards for the public sector; and The Members of the Sub-Committee acknowledge that the travel to Washington will provide an invaluable opportunity for Members to seek out and discuss best practices in the area of financial reporting which could be of benefit to Canada and other countries, and to demonstrate some leadership in the promotion of international standards for the preparation of sound financial statements which are the core fundamental pillars required by governments to combat corruption and bribery.

The measures include the prohibition of terrorist funding, the prohibition of the collection of funds to listed persons; a new listing provision which establishes a list of any persons and organization that have committed, attempted to commit or participated in a terrorist act or facilitated the commission of a terrorist act; the freezing of assets which will not permit any person in Canada or a Canadian outside the country to knowingly deal directly or indirectly with any asset owned or controlled by a listed person; a new reporting requirement that requires any person who deals in assets they believe are owned or controlled by a listed person to report this information to the RCMP and to CSIS; and a new compliance regime for financial institutions which requires that financial institutions must determine if they have any assets that belong to a listed person.
