Expenditure entailed by this proposal shall be implemented by the Commission under direct management, in accordance with the principles set out in article 32 of Regulation (EU, Euratom) No 966/2012 on the financial rules applicable to the general budget of the Union – the Financial Regulation.
Conformément aux principes énoncés à l'article 32 du règlement (UE, Euratom) n° 966/2012 relatif aux règles financières applicables au budget général de l'Union (le «règlement financier»), les dépenses entraînées par la proposition seront exécutées par la Commission sous un régime de gestion directe.

[In addition to the application of all regulatory control mechanisms, DG SANCO will devise an anti-fraud strategy in line with the Commission's anti-fraud strategy (CAFS) adopted on 24 June 2011 in order to ensure inter alia that its internal anti-fraud related controls are fully aligned with the CASF and that its fraud risk management approach is geared to identify fraud risk areas and adequate responses. Where necessary, networking groups and adequate IT tools dedicated to analysing fraud cases related to the financing implementing activities of the Veterinary Medicinal Products Regulation will be set up. In particular a series of measures will be put in place such as: - decisions, agreements and contracts resulting from the financing implementing activities of the Regulation will expressly entitle the Commission, including OLAF, and the Court of Auditors to conduct audits, on-the-spot checks and inspections; - during the evaluation phase of a call for proposals/tender, the proposers and tenderers are checked against the published exclusion criteria based on declarations and the Early Warning System (EWS); - the rules governing the eligibility of costs will be simplified in accordance with the provisions of the Financial Regulation; - regular training on issues related to fraud and irregularities is given to all staff involved in contract management as well as to auditors and controllers who verify the beneficiaries' declarations on the spot.

As regards the financial instruments to be implemented by the European Investment Fund (EIF) or other appropriate financial institutions, the Commission proposal for the equity and debt platforms and the revised Financial Regulation will govern the financial instruments’ administrative requirements.

18. Reiterates that the European Parliament will consider additional funding only on the basis of necessary information regarding (1) the amount and the sources of the expected means of financing, (2) additional information regarding the legal implications, and provided that (3) all decisions relating to the project are subject to a proper decision-making procedure ensuring an open debate and transparency; takes note of the estimated total cost for setting up the House of European History, the estimated running costs and the staffing needs; asks the Bureau to reduce the estimated running costs; requests - in order to maintain a transparent and fruitful dialogue with the parties involved - to be presented with a business plan setting out the long-term business strategy of the House of European History and requests to be informed as soon as possible on the building project according to Article 179(3) of the Financial Regulation proposes a reserve of EUR 2 million until receipt of said business plan;
18. rappelle que le Parlement européen n'envisagera de financement complémentaire que sur la base des informations nécessaires relatives (1) au montant et aux sources des moyens de financement attendus, (2) aux informations complémentaires relatives aux implications juridiques, et à condition (3) que toutes les décisions liées au projet soient soumises à une procédure décisionnelle appropriée garantissant un débat ouvert et la transparence; prend note de l'estimation du coût total de création de cette maison, de l'estimation du coût de fonctionnement et des besoins de personnel; invite le Bureau à réduire l'estimation des coûts de fonctionnement; demande, afin de maintenir un dialogue transparent et fécond avec les parties concernées, que lui soit soumis un plan d'activité exposant la stratégie à long terme de la Maison de l'histoire européenne et à être informé dans les meilleurs délais sur le projet immobilier, conformément à l'article 179, paragraphe 3, du règlement financier; propose un réserve de 2 000 000 EUR en attendant d'avoir reçu ledit plan d'activité;

17. Welcomes the detailed information received concerning the continuation of the realisation of the House of European History; takes note of the estimated total cost for setting up the House of European History, the estimated running costs and the staffing needs; asks the Bureau to reduce the estimated running costs; requests - in order to maintain a transparent and fruitful dialogue with the parties involved - to be presented with a business plan setting out the long-term business strategy of the House of European History and requests to be informed as soon as possible on the building project according to Article 179(3) of the Financial Regulation proposes a reserve of EUR 2 million until receipt of said business plan;

Financing should be provided in the form of grants to the body recognised under this Regulation without a call for proposals, in the form of grants after a call for proposals, or by the award of contracts to that or to other bodies, depending on the nature of the activity to be financed and in accordance with Council Regulation (EC, Euratom) No 1605/2002 of 25 June 2002 on the Financial Regulation applicable to the general budget of the European Communities (the Financial Regulation).

This House has, of course, on several occasions been invited to give an opinion on this matter, be it the MEDA Programme or the financial regulations proposed by the Commission to ensure Euro-Turkish rapprochement and to support the customs union, but there are also the European Investment Bank projects, which are essential in order to support Turkey’s economic development and to continue the reconstruction work undertaken following the earthquake.
Votre Assemblée a, bien sûr, été invitée à se prononcer à plusieurs reprises sur ce dossier, qu'il s'agisse du programme MEDA ou des règlements financiers proposés par la Commission pour le rapprochement euro-turc et pour l'accompagnement de l'Union douanière, mais il y aussi les interventions de la Banque européenne d'investissement, essentielles pour accompagner le développement économique de la Turquie et pour poursuivre la reconstruction entreprise après le tremblement de terre.
