1. For the purpose of applying Article 7 of Decision 2014/335/EU, Euratom the balance of a given financial year shall consist of the difference between all the revenue collected in respect of that financial year and the amount of payments made against appropriations for that financial year increased by the amount of the appropriations for the same financial year carried over pursuant to Article 13 of Regulation (EU, Euratom) No 966/2012 of the European Parliament and of the Council (‘the Financial Regulation’).

Aux fins de l'application de l'article 7 de la décision 2014/335/UE, Euratom, le solde d'un exercice donné est constitué par la différence entre l'ensemble des recettes perçues au titre de cet exercice et le montant des paiements effectués sur les crédits dudit exercice, augmenté du montant des crédits de ce même exercice reportés en application de l'article 13 du règlement (UE, Euratom) no 966/2012 du Parlement européen et du Conseil (ci-après dénommé le «règlement financier»).

The European Parliament, the Council and the Commission agree that in order for the Joint Undertakings to benefit from simplified financial rules better adapted to their public-private nature, they should be set up under Article 209 of the Financial Regulation.

Le Parlement européen, le Conseil et la Commission conviennent d'inclure dans la révision du règlement financier, afin d'aligner le règlement (UE) no 966/2012 du Parlement européen et du Conseil sur le cadre financier pluriannuel 2014-2020, les dispositions nécessaires à la mise en œuvre des modalités d'attribution de la réserve de performance et relatives à la mise en œuvre des instruments financiers visés à l'article 33 bis (initiative PME), dans le cadre du règlement portant dispositions communes relatives aux Fonds structurels et d'investissement européens en ce qui concerne la reconstitution:

Whereas Regulation (EU, Euratom) No 966/2012 of the European Parliament and of the Council (2) was accompanied by a joint statement of the European Parliament, the Council and the Commission, agreeing to revise the Financial Regulation in order to take into account the outcome of the negotiations on the multiannual financial framework for the years 2014-20;

The financial interests of the Union should be protected through proportionate measures throughout the expenditure cycle, including measures for the prevention, detection and investigation of irregularities, the recovery of funds lost, unduly paid or incorrectly used and, where appropriate, administrative and financial penalties in accordance with Regulation (EU, Euratom) No 966/2012 of the European Parliament and of the Council (16) (the "Financial Regulation").
