(c) Calls on the Commission, as part of its work within the Joint Committee provided for in Article 9 of the agreement and over and above the objectives referred to in Article 3(1)(b) of the new protocol, to consider adopting measures to bolster the legal framework and financial, technical and human resources for monitoring, control and surveillance activities, with a view to discouraging IUU fishing; calls on the Commission also to support Côte d'Ivoire in its efforts to promote regional cooperation instruments covering inspections at sea, in particular action within the FCWC including the introduction of a regional observer programme tuna fishing and the setting up of a regional fisheries surveillance centre;

The Cotonou Agreement is 'only' one partnership, but it covers 15 EU Member States, 77 developing countries, and has a financial protocol of EUR 15.2 billion.
L'accord de Cotonou ne constitue qu'"un seul" partenariat mais il implique les 15 États membres de l'UE, 77 pays en voie de développement pour un budget de 15,2 milliards d'euros.

However, I cannot support the further extension to other offences – fraud and corruption, at least serious – as the existence of seriousness is made clear insofar as these offences affect the financial interests of the European Union, if, therefore, they are covered by the provisions of Article 1(e) of the Second Protocol to the Convention on the protection of the European Communities' financial interests .
Par contre, on ne peut accepter l'extension à d'autres délits - fraudes et corruption, du moins dans les cas graves - car leur gravité dépend du fait qu'ils touchent les intérêts financiers de l'Union européenne, si ces délits tombent sous la coupe de l'article 1, point e, du deuxième protocole de la convention sur la protection des intérêts financiers de la Communauté européenne.
