IN-CONTEXT TRANSLATIONS

On the basis of the strategy endorsed by the European Council at the Luxembourg Summit in December 1998 and the financial framework agreed at the Berlin Summit in March 1999, the three pre-accession instruments - Phare, Instrument for Structural Policies for Pre-accession (ISPA) and Special Accession Programme for Agriculture and Rural Development (SAPARD) - provide annually up to EUR 3,174 million in pre-accession assistance (2000 figures) to the ten applicant countries in central and eastern Europe [2] for the 2000-6 period.

(11) The Commission should ensure that the pre-accession assistance is coordinated with the Member States' bilateral assistance and with funding from the European Investment Bank (EIB), other financial instruments for cross-border cooperation (PHARE, MEDA, TACIS, CARDS, Interreg) and other institutional financial institutions.

8. The Council takes note of the ongoing work on a new Instrument for Pre-Accession Assistance (IPA), which will form the new framework for providing pre-accession assistance under the 2014-2020 multi-annual financial framework.

Further steps aiming at the creation of a single financial framework should imply all funds available for Turkey to be put on one single budget line instead of having three different budget lines to support the pre-accession assistance for Turkey. Moreover this single budget line should be included in the 'pre-accession' category of the EU's budget to allow equal treatment and visibility.
