The notes to the consolidated financial statements shall set out the information required by Articles 16, 17 and 18, in addition to any other information required under other provisions of this Directive, in a way which facilitates the assessment of the financial position of the undertakings included in the consolidation taken as a whole, taking account of the essential adjustments resulting from the particular characteristics of consolidated financial statements as compared to annual financial statements, including the following:

(10) A temporary departure from the adjustment path towards the medium-term objective should be allowed when resulting from an unusual event outside the control of the Member State concerned and which has a major impact on the financial position of the general government or in case of severe economic downturn for the euro area or the EU as a whole, on condition that this does not endanger fiscal sustainability in the medium-term, in order to facilitate economic recovery.
(10) Un écart temporaire par rapport à la trajectoire d'ajustement devant conduire à la réalisation de l'objectif à moyen terme devrait être autorisé s'il résulte d'une circonstance inhabituelle indépendante de la volonté de l'État membre concerné et ayant des effets sensibles sur la situation financière des administrations publiques ou en cas de grave récession économique affectant la zone euro ou l'ensemble de l'Union, à condition de ne pas mettre en péril la viabilité budgétaire à moyen terme, afin de faciliter la reprise économique.

The convergence criterion dealing with the government budgetary position is defined in the second indent of Article 121(1) of the Treaty as “the sustainability of the government financial position: this will be apparent from having achieved a government budgetary position without a deficit that is excessive as determined in accordance with Article 104(6)”.
