To increase the resources available for Small and Medium Enterprises (SMEs) through involvement of institutional investors; this is the aim of an innovative financial operation finalized by the European Investment Bank (EIB) and the Credito Valtellinese banking group (Creval Group). The EIB has subscribed a EUR 200 million loan to Creval which will result in EUR 390 million in new financing for SMEs.

Such a cooperative bank would allow the Canadian cooperative sector to obtain a better position in the financial services market because it would allow it to: first, group together the so-called banking and financial operations; second, effect economies of scale; third, better approach the national and international institutional capital markets; fourth, to diversify its portfolios both at the regional and sectoral levels; and finally, to increase its capitalization.

The main reasons are: the higher financial risk in respect of financial services and immovable property (as compared to other goods and services); the particular inexperience of consumers in these areas (combined with a lack of transparency, in particular of financial operations); particular vulnerabilities found in both sectors that make consumers susceptible to both promotional practices and pressure; the experience of the competent financial enforcement bodies with a nationally grown system; and finally the functioning and the stability of the financial markets as such.
