To increase flexibility in mobilising support for financial instruments from different sources managed by the managing authority in one of the ways set out in the first subparagraph of Article 38(4) of Regulation (EU) No 1303/2013, it is necessary to clarify how the programme contributions are transferred and managed. In particular it is necessary to clarify the circumstances under which a financial instrument may receive contributions from more than one programme or from more than one priority axis or measure of the same programme, and the conditions under which national public or private contributions to financial instruments made at the level of final recipients can be taken into consideration as national co-financing resources.

3. In our view, what is being put forward here is an extremely reductive view of democracy, something that focuses solely on administrative efficiency, coming closer to the prescriptions of the international financial institutions than to the promotion of genuine democracy within African countries. In our view this will undermine the very objectives of NEPAD; in other words, top-down democracy will not provide a good foundation for the profound changes needed so that Africans can manage their development themselves.

Among a host of improvements, the financial management system has been radically modernised so that responsibilities which were previously diffuse and obscure are now clearly and specifically assigned; the Annual Activity Reports and Declarations from all the Directors General provide the most thorough and transparent management reporting system of any administration in the EU; a new Financial Regulation came into effect on 1 January and it enables the full transition to modern accrual accounting to be made by 2005 a quicker change than that made anywhere else; more than 3,500 personnel have been retrained to operate the new financial management system; two new services have been created the Central Financial Service and the Internal Audit Service as essential components of the modernised management and control system.

Every effort must be made to foster local ownership of development efforts, and this can be done in a variety of ways: through strong support, when requested, for improved accounting, financial management, and audit systems that provide assurance to financial backers that their funds are being well utilized; through increased provision, where effective financial management systems are in place, of general or sector-level budget support for locally led development programs in which donors are collaborators in planning rather than sources of uncoordinated and independent projects; through increased coordination and standardization of donor approaches to reduce the still inordinate and inexcusable transaction costs to already-stressed African administrations; and through much-increased emphasis upon building and using indigenous capacity and, to an increased extent, Africans in the overseas diaspora, rather than continuing to resort to expensive foreign technical expertise.
