1. The financial reference amount for implementation of this Regulation for the period from 2014 to 2020 shall be EUR 1 131 000 000. Annual appropriations shall be decided by the budgetary authority as part of the annual budget procedure within the limits set in the Multiannual Financial Framework.

3. Urges to keep the financial envelope initially proposed by the Commission within the Multiannual Financial Framework on the Consumer programme (i.e. EUR 197 000 000); considers necessary to use a limited amount of the "margin" foreseen for Heading 3 of Multiannual Financial Framework (i.e. EUR 40 million over the entire period from the total margin available for Heading 3, EUR 686 900 000) to finance the multilingual tool for the ODR platform; recalls that this multilingual facility was agreed upon by the two co-legislators and adopted in the European Parliament legislative resolution of 12 March 2013 on the proposal for a regulation of the European Parliament and of the Council on ODR; notes that the use of the margin devoted to the MFF Heading is in line with the draft Interinstitutional Agreement between the European Parliament, European Council and Commission on "the budgetary discipline, cooperation in budgetary matters and on sound financial management" (Part II, point B, paragraph 16);
3. demande expressément que soit conservée l'enveloppe financière proposée initialement par la Commission pour le cadre financier pluriannuel concernant le programme "Consommateurs" (soit 197 000 000 EUR); estime qu'il est nécessaire d'utiliser un montant limité de la "marge" prévue pour la rubrique 3 du cadre financier pluriannuel (soit 40 000 000 EUR sur toute la période de la marge totale disponible pour la rubrique 3, 686 900 000 EUR) afin de financer l'outil multilingue de la plateforme consacrée au règlement en ligne des litiges de consommation (RLLC); rappelle que ce système multilingue a été approuvé par les deux colégislateurs et adopté dans le cadre de la résolution législative du Parlement européen du 12 mars 2013 concernant la proposition de règlement du Parlement et du Conseil sur le RLLC; observe que le recours à la marge consacrée à la rubrique du CFP est conforme au projet d'accord interinstitutionnel entre le Parlement européen, le Conseil et la Commission sur "la discipline budgétaire, la coopération en matière budgétaire et la bonne gestion financière" (partie II, point B, paragraphe 16);

- a directorate general for administrative, staffing, budgetary, security and communication and information system matters working in the EEAS framework managed by the executive Secretary-General. The High Representative shall appoint, in accordance with the normal rules of recruitment, a Director General for budget and administration who shall work under the authority of the High Representative. He shall be responsible to the High Representative for the administrative and internal budgetary management of the EEAS. He shall follow the same budget lines and administrative rules as applicable in the part of Section III of the EU budget which falls under Heading V of the Multiannual Financial Framework;

Notes that currently agriculture and rural development spending combined represent a substantial part of the EU budget but that this part has been decreasing significantly in relative terms in recent years; stresses that the predictability for planning purposes and the reliability of the multi-annual financial framework, as decided, must be guaranteed; stresses the need to ensure that the Committee on Agriculture and Rural Development is represented by the appropriate committee members in the conciliation committee meetings, particularly now that expenditure that was formerly compulsory is also subject to co-decision; stresses also the need to ensure coordination between the Committee on Budgets and specialised committees on budgetary aspects of their legislative activities given their impact on the Multi Financial Framework and the annual budgetary procedure;
7. note qu'actuellement, les dépenses en matière d'agriculture et de développement rural représentent, ensemble, une partie substantielle du budget de l'Union européenne mais que cette proportion a diminué sensiblement au cours des dernières années; souligne la nécessité de garantir que la commission de l'agriculture et du développement rural soit représentée par ses membres compétents en la matière aux réunions du comité de conciliation, d'autant que les dépenses qui étaient auparavant obligatoires relèvent à présent également de la codécision; souligne également la nécessité de garantir la coordination entre la commission des budgets et les commissions spécialisées sur les aspects budgétaires de leurs activités législatives, vu leur impact sur le cadre financier pluriannuel et sur la procédure budgétaire annuelle;

3. Considers that the two arms of the budgetary authority should establish jointly, as part of the 2001 budget, the multiannual allocations for the MEDA and CARDS programmes; points out that the financial framework does not prevent the budgetary authority from taking its annual decision during the budgetary procedure, on the basis of the real needs for, and implementation of, the programmes; reaffirms its position on MEDA as expressed in its opinion of 6 September 2000 and takes note of the amended proposal of the Commission on CARDS; considers that the two arms of the budgetary authority are duty-bound to establish jointly the multiannual allocations for these two programmes; calls on the Council to take part in earnest in the discussions using all the means available within the Interinstitutional Agreement, in order to establish a complete financial framework before the budget is adopted;
3. estime que les deux branches de l'autorité budgétaire devraient établir conjointement, dans le cadre du budget 2001, les dotations pluriannuelles pour les programmes MEDA et CARDS; souligne que le cadre financier n'empêche pas l'autorité budgétaire de prendre sa décision annuelle pendant la procédure budgétaire, sur la base des besoins réels des programmes et de leur mise en œuvre; réaffirme sa position concernant MEDA exprimée dans son avis du 6 septembre 2000 et prend acte de la proposition modifiée de la Commission concernant CARDS; considère que les deux branches de l'autorité budgétaire sont tenues d'établir conjointement les dotations pluriannuelles pour ces deux programmes; invite le Conseil à s'engager résolument dans les discussions en utilisant tous les moyens possibles dans le cadre de l'AII, afin d'établir un cadre financier complet avant l'adoption du budget;
