In order to facilitate the transition between the Financial Perspective 2000-2006 and the one for 2007-2013, the Council invites the Commission to present the appropriate information which allows the comparison between the implementation of the 2005 budget, the 2006 budget and the 2007 PDB, at the start of the budget procedure for 2007.

Afin de faciliter la transition entre les perspectives financières pour la période 2000-2006 et 2007-2013 respectivement, le Conseil invite la Commission à présenter au début de la procédure budgétaire 2007 les informations appropriées permettant de comparer l'exécution des budgets, de 2005 et de 2006 et de l'APB 2007.

7. The Council considers it important that the implementation of the EU budget is improved in 2007 so that the significant under-implementation of funds that occurred in the first years of the Financial Perspective 2000-2006 should be avoided.

In parallel, the Greek authorities are in the process of bringing the national legal basis for public procurement fully in line with European legislation, and have strengthened management and control procedures for the European Regional Development Fund (ERDF).This will provide the stable framework needed for the successful completion of the third Community Support Framework (2000-2006) and to prepare for the next programming period starting in 2007.
Les autorités grecques ont également entrepris d'assurer la pleine conformité avec la législation européenne de leur base juridique nationale en matière de marchés publics, et ont renforcé les procédures de gestion et de contrôle relatives au Fonds européen de développement régional (FEDER). Elles disposeront alors du cadre stable nécessaire à la mise en oeuvre efficace du troisième cadre communautaire d'appui (2000-2006) et à la préparation de la prochaine période de programmation, qui débutera en 2007.

Recalls that the current financial framework 2000-2006 which was adopted by Parliament and the Council in the Interinstitutional Agreement (IIA) of 6 May 1999, includes an Annex II which, on an indicative basis, allocates appropriations to a heading 8 from 2002 onwards; points out that an adjustment to the financial perspective is needed in order to adapt it to the situation of a Community enlarged by up to ten candidate countries; repeats its call for the pre-accession appropriations for Cyprus and Malta to be transferred to heading 7 following a technical adjustment to the financial perspective;
1. rappelle que le cadre financier actuel 2000-2006, approuvé par le Parlement et le Conseil dans le contexte de l'accord interinstitutionnel (AI) du 6 mai 1999, comprend une annexe II qui affecte, à titre indicatif, des crédits à une rubrique 8 à partir de 2002; rappelle en outre qu'un ajustement des perspectives financières s'impose pour adapter ces dernières à la situation d'une Communauté dont l'élargissement pourrait concerner jusqu'à dix pays candidats; réitère sa demande de transférer les crédits de préadhésion pour Chypre et Malte à la rubrique 7 à la suite d'un ajustement technique des perspectives financières;

26. Urges the Commission to take into consideration the budgetary consequences of an enlargement which takes place other than as expected in 1999 by the Berlin European Council and by Parliament, in particular as regards the dates of accession and the order in which the candidate countries will join the Union; requests the Commission to develop scenarios for the adjustment of the Financial Perspective (use of heading 8), in particular for the case in which more than six new Member States join the EU before 2006, and for the case in which the first candidate countries join the Union later than 2002; urges the Commission to examine the economic and budgetary consequences of enlargement beyond the period of the financial framework 2000 - 2006, which was based on the assumption of six Member States joining the Union; points out that the next long-term budget calculations will have to be made on the basis of full participation by up to 13 new Member States, which will inter alia require that agricultural and regional policies have been completely reformed;
26. invite instamment la Commission à prendre en compte les conséquences budgétaires d'un élargissement qui aurait lieu selon des modalités différentes de celles qui ont été prévues en 1999 par le Conseil européen de Berlin et par le Parlement, notamment en ce qui concerne les dates d'adhésion et l'ordre dans lequel les pays candidats adhéreront à l'Union, et demande à la Commission de prévoir des scénarios pour l'adaptation des perspectives financières (rubrique 8), en particulier pour le cas où plus de six nouveaux États membres adhéreraient à l'Union avant 2006, ainsi que pour le cas où les premiers pays candidats adhéreraient à l'Union après 2002; invite instamment la Commission à examiner les conséquences économiques et budgétaires de l'élargissement au-delà de la période du cadre financier 2000-2006, fondé sur l'hypothèse de l'adhésion de six États membres; souligne que les calculs qui seront effectués dans une perspective financière à long terme devront reposer sur la pleine participation de 13 nouveaux États membres potentiels, ce qui rend obligatoire, entre autres, l'achèvement complet de la réforme de la politique agricole et de la politique régionale;

Following its political agreement reached on 1 December 1998 and further to the agreement on the Financial Framework 2000-2006 at the Berlin European Council of last April, the Council formally adopted the Regulation amending Regulation (EC, Euratom) n° 2728/94 establishing a Guarantee Fund for external relations.
A la suite de l'accord politique intervenu le 1er décembre 1998 et suite à l'accord sur le cadre financier pour la période 2000-2006 intervenu lors du Conseil européen de Berlin en avril dernier, le Conseil a formellement adopté le règlement modifiant le règlement (CE, Euratom) nº 2728/94 instituant un Fonds de garantie relatif aux actions extérieures.

The framework of the budgetary procedure 2002 is the Financial Perspectives 2000-2006, agreed in the Inter-Institutional Agreement on budgetary discipline and improvement of the budgetary procedure, on 6 May 1999.
Les perspectives financières 2002-2006, qui font partie intégrante de l'accord interinstitutionnel du 6 mai 1999 sur la discipline budgétaire et l'amélioration de la procédure budgétaire, constituent le cadre de référence de la procédure budgétaire pour 2002.
