[23] Substantial financial contribution from the Community helped Member States to install devices, develop and upgrade their technical structures (the current framework is set out in Council Regulation No 861/2006 establishing Community financial measures for the implementation of the Common Fisheries Policy and in the area of the Law of the Sea).
