The answer was no, however, and instead, the EU showed its solidarity with Bulgaria in the form of considerable sums in financial assistance.
Le Conseil a toutefois refusé et, en lieu et place, l’UE a affiché sa solidarité avec la Bulgarie sous la forme de montants considérables d’aide financière.

To conclude, I restate my belief that we as the European Parliament must show responsibility and political commitment in giving these countries the macro-financial assistance they need now, rather than discussing this at length under the ordinary legislative procedure.
Pour conclure, je réitère ma conviction que le Parlement européen doit faire preuve de responsabilité et d’engagement politique en octroyant à ces pays l’assistance macrofinancière dont ils ont besoin maintenant, au lieu d’en discuter longuement dans le cadre de la procédure législative ordinaire.

In the event of major disasters, the Community should show its solidarity with the population of the regions concerned by providing financial assistance to contribute to a rapid return to normal living conditions in the disaster-stricken regions.
Lors de catastrophes majeures, la Communauté devrait se montrer solidaire de la population des régions concernées en leur apportant une aide financière pour contribuer, dans les plus brefs délais, au rétablissement de conditions de vie normales dans l'ensemble des régions sinistrées.

Late last year, we received a very precise study from the World Bank and the Commission regarding the financial requirements for reconstruction in Kosovo, a study which showed that, over the next three to four years, the financial assistance required will total USD 2.3 billion, and the Commission, i.e. the European Union, agreed to fund half that requirement from the EU budget, in other words approximately EUR 1.1 billion.
Pour ce qui est du Kosovo, nous disposons depuis l'automne dernier d'une étude très précise sur le poids financier de la reconstruction, étude établie par la Banque mondiale et la Commission et qui affirme que, pour les trois ou quatre prochaines années, le montant de l'aide financière nécessaire s'élève à 2,3 milliards de dollars. La Commission et l'Union européenne avaient promis de faire supporter la moitié du montant nécessaire par le budget de l'UE, en d'autres mots environ 1,1 milliard d'euros.

Therefore, this macro-financial assistance is both necessary and urgent and our Parliament must show its support by promoting these Southern European countries.
Je répète donc : une aide indispensable et urgente, et notre Parlement, en la favorisant, doit manifester sa solidarité à l'égard de ces pays de l'Europe du Sud.
