The funding: Member states are asked to approve a more efficient and effective use of the EU TEN budget line, which is providing €600 million per year to fund TEN project costs. In order to facilitate the emergence of projects whose birth may be slow and difficult, the report therefore proposes : - that European countries - including those which are not members of the European Community - give political recognition to certain projects (through a "declaration of European interest") - that the European Commission should have the means to play a catalytic role, taking the initiative in bringing together the parties concerned and offering support to the promoters - that the private sector, perhaps working with public institutions, should establish "seed capital funds" to finance the first launching of projects The problem of identifying and using new financial instruments would be incorporated in a new initiative adapted to current conditions, where there is a willingness to call on the abundant resources of available capital and to act as a catalyst for attracting private finance.
